We need to have capacity building in this industry, particularly when it comes to machinery. We are unable to construct our roads because the machinery available at the Ministry of Public Works is not adequate. So, this is an area where we need the Ministry to look into by providing equipment, so that the local contractors can hire the equipment. asked the Minister of State for Immigration and Registration of Persons:- (a) whether he is aware that residents of Emuhaya District have to travel to either Mbale or Kakamega (over 30 kilometres away) to apply for birth certificates and that they are made to pay for application forms; (b) whether he is further aware that it takes at least three months after application to get the document; and, (c) when the Government will post a District Civil Registrar to the district, and what measures he will take to speed up issuance of the document.

However, I want to note that on the issue of application forms, we still have a problem in Vihiga, particularly in the Mbale office where these forms are actually sold. I would like to know what steps the Minister is taking to ensure that these forms are availed free. I also would like the Minister to consider the possibility of giving us a temporary officer in Emuhanya, so that the people of Emuhaya can have the registration of births and deaths at Emuhaya probably ...

Mr. Deputy Speaker, Sir, I would like the Minister to consider whether we could have the district commissioners offices being part and parcel of the process. They should be given the registration forms. In Emuhaya, the forms can be accessed through the DCâs office and your office.
