Mr. Speaker, Sir, I beg to ask the Minister of State for Special Programmes the following Question by Private Notice. a) Is the Minister aware that recent flooding of Sabwani River in Kwanza Constituency has led to the displacement of hundreds of families from their homes, who are currently residing at market centers and with relatives? (b) What urgent action will the Minister take to help the displaced families and what short and long-term plans does the Government have to permanently control the annual flooding of Sabwani River?

Thank you, Mr. Speaker, Sir. I raised this same problem for the Stand Kisa Ihiru-Musalaba Road and the Assistant Minister assured me that he would instruct the contractor not to excavate red soil from the road, but the contractor has continued to do so to date. What is the Assistant Minister doing because he promised to reprimand the contractor and up to date, he has not done it?

asked the Minister for Environment and Mineral Resources:- (a) whether he is aware that Naivasha Water and Sewerage Company is releasing raw sewage into Lake Naivasha and, if so, why no action has been taken to stop the pollution; and, (b) what damage control measures the Ministry is taking to restore the lake and what plans are in place to compensate the fishermen for loss of income.

Mr. Deputy Speaker, Sir, first, I want to take this opportunity to thank the Assistant Minister for the action he took to go to the site and confirm for himself what the situation was on the ground. I also want to thank the Assistant Minister for admitting that the issue of disposal of raw sewage in Naivasha is real. The Ministry led by the Deputy Prime Minister and Minister for Local Government has done a good job. As my colleagues have said, the money availed to them to do what they are supposed to do, is inadequate. Therefore, I want to join the rest of my colleagues to say that Treasury should consider giving more funds to Office of the Deputy Prime Minister and Ministry of Local Government, so that they can achieve their programmes.

First, as my colleagues have said I would like to see a full assessment of the LATF programme. This will establish whether it has achieved its intended goals and objectives.
