  • 26 Aug 2010 in National Assembly: On the issue of physical planning, I would like to urge the Ministry that without proper long term physical plans for our towns, we cannot plan for these towns. I want to urge the Deputy Prime Minister and Minister for Local Government to ensure that physical plans for various towns are undertaken, so that we can know the plans for our towns in the next five to ten years. In this regard, it is extremely important that the Ministry sets up departments that create and store data for planning. In this regard, I would like to propose that each of ... view
  • 26 Aug 2010 in National Assembly: For many years, we have had digital mapping of towns such as Bungoma, Mtwapa and Eldoret, but nothing is taking place. Before I came to this House, I was involved in digital mapping of Kisumu and Mombasa. But all these programmes have failed because of lack of capacity and lack of funding within the municipal councils and towns. So, I urge the Ministry to set up a fully fledged digital mapping department if they want to carry out the mapping carefully. Mr. Temporary Deputy Speaker, Sir, I also want to talk about solid wastes. We do not have a clearly ... view
  • 25 Aug 2010 in National Assembly: asked the Ministers for Environment and Mineral Resources:- (a) whether he is aware that Naivasha Water and Sewerage Company is releasing raw sewage into Lake Naivasha and, if so, why no action has been taken to stop the pollution of the lake; and, (b) what damage control the Ministry is undertaking to restore the lake and what plans are in place to compensate the fishermen for loss of income. view
  • 25 Aug 2010 in National Assembly: Mr. Deputy Speaker, Sir, from the answer given, it is clear that the Assistant Minister is admitting that the NWSC is releasing raw sewage into Lake Naivasha. He is admitting that my allegations are correct. What damage control measures has the Ministry put in place? If we are going to await the outcome of the court case, what will happen to the lake? What damage control measures is the Ministry putting in place in the meantime? view
  • 25 Aug 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The Assistant Minister says the treatment plant is not able to treat the raw sewage. So, the load that goes into the lake is still high. So, in essence, the raw sewage goes into the lake. Is he in order to say that, that is not the case? view
  • 25 Aug 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this Motion. First, I want to take this opportunity to thank the Ministry for the good job it is doing. For the last two years, we have seen a lot of improvement in the Ministry, and I want to thank the Ministry for that. Having said that, I would like to see the Ministry become proactive. The ASAL areas are huge. If this country has to develop, these are the areas we have to focus on. So, I would like to see the Ministry coming ... view
  • 19 Aug 2010 in National Assembly: asked the Minister for Lands:- (a) if he could provide maps showing legally gazetted boundaries between Emuhaya, Kisumu West and Kisumu Rural constituencies; and (b) if he could also clarify whether it is legal to demarcate boundaries using such structures as residential houses and state what justification the management of Maseno University had in constructing residential houses along the perceived boundary between Emuhaya and Kisumu Rural constituencies? view
  • 19 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we have agreed with the Assistant Minister to go on the ground so that we can look at the boundaries on the ground, using the maps. The answer as given by him is not satisfactory. We will not be able to come up with any amicable answer here until we go on the ground. We need his technical people to be on the ground, so that we can see the boundaries. His answer clearly shows that they are not sure whether the houses I am talking about are built on the boundary or not. view
  • 19 Aug 2010 in National Assembly: We have a market centre called Emabungo in Emuhaya, but we have had notices given by Kisumu Municipal Council saying that they should demolish the houses. So, we need to go on the ground. view
  • 17 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to take this opportunity to, again, thank the Minister for Environment and Mineral Resources for the good work he is doing. I can say that for the short time Mr. Michuki has been in the Ministry of Environment and Mineral Resources, we have seen significant changes in the Ministry. Particularly, as some of my colleagues have said, none of us believed that the Nairobi River could be cleaned. I want to thank the Minister for the great job he has done. view
