  • 17 Aug 2010 in National Assembly: I also want to say that departments in the Ministry, particularly the Meteorological Department, and the Department of Resource Survey and Remote Sensing, are doing a credible job. Unfortunately, these being scientific departments, they are not understood. I wish to ask the Minister to find ways and means of ensuring that the scientific information collected by these two departments is disseminated to the people in a simpler manner, particularly when it comes to weather forecasting and information. For example, the Department of Resource Survey and Remote Sensing, has collected a lot of information on the environment since 1977. Unfortunately, this ... view
  • 12 Aug 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I want to take this opportunity to thank the Ministry for the good job they are doing. Since the issue of climate change came up, we have at least seen a lot of interest by the Government, NGOs and the civil society in the need to conserve our environment. Therefore, I want to thank the Ministry for the good work they are doing. I want to ask them to ensure that they do better than what they are doing now. I also want to thank the Kenya Wildlife Service (KWS) for the good ... view
  • 11 Aug 2010 in National Assembly: asked the Minister for Water and Irrigation:- (a) whether she is aware that most swamps, river valleys and Hill-top water sources in the country have been illegally acquired, drained or cleared and converted into farmlands; and (b) what short, medium and long-term actions the Ministry is taking to ensure that the vital water source areas are reacquired and restored to their original state. view
  • 11 Aug 2010 in National Assembly: Mr. Deputy Speaker, Sir, while I thank the Assistant Minister for the answer that he has given, I am concerned that the strategies that he proposes to address this Question my not solve the problem. We are aware that this House has passed many laws. We have the Water Act, the Agricultural Act and the Wildlife Act. All these Acts address the issue of how to conserve water and make sure that swamps are not tempered with. However, there is no co-ordination among these Ministries. I would like the Assistant Minister to tell us the co-ordination mechanisms he has put ... view
  • 11 Aug 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order to say that I know the answer when I am asking him to tell us what co- ordination mechanisms he has put in place to ensure that this problem is addressed because it is cross-cutting various Ministries? view
  • 11 Aug 2010 in National Assembly: Mr. Deputy Speaker, Sir, I want to thank the Ministry for the work it is doing particularly in the encouragement of formation of Water Resource Users Association. However, I would like to know what programmes the Ministry has in place to sensitize the community so that they can form these Water Users Associations to be able to engage themselves in water restoration programmes in their areas. view
  • 11 Aug 2010 in National Assembly: asked the Minister for Housing:- (a) to explain the basic requirement (building codes) and policy for building residential houses; (b) whether he is aware that the management of Maseno University has built residential houses as a “Berlin wall” along the perceived boundary between Emuhaya and Kisumu Rural Constituency without basic housing requirements; and, (c) if he could confirm whether the management of the university was granted permission by the Ministry or Kisumu Municipal Council and what action the Ministry will take to ensure that the constructed houses comply with the law. view
  • 11 Aug 2010 in National Assembly: Mr. Speaker, Sir, as I appreciate the answer given by the Minister, I wish to know from him whether his Ministry has an oversight role to ensure that the buildings that are approved by the local authorities adhere to the standards he has just read to us. This is because I find it not correct for an organization to build houses in a straight line over two kilometers. The Minister says that this is in accordance with the building code. I would like the Minister to confirm whether they have an oversight role to ensure that what is approved is ... view
  • 11 Aug 2010 in National Assembly: Mr. Speaker, Sir, thank you for saving me. I am still not happy with the answer, but what I would like the Minister to do is to provide me with the comprehensive report by his officials on the ground so that I can interrogate it. view
  • 11 Aug 2010 in National Assembly: Madam Temporary Deputy Speaker, I rise to support this Motion and first I want to thank the Mover of the Motion for bringing it because it is very timely. The issue of climate change is one that now cuts across the whole globe and it is one that is acknowledged worldwide that is should be addressed globally. The issue of pollution in this country is increasing everyday because, as our economy improves, many Kenyans are buying cars and putting up various industries. For example, in Nairobi, the number of vehicles that have increased in the last 10 years is enormous. ... view
