  • 28 Oct 2014 in National Assembly: Hon. Chairlady, this provision is very important. As a Committee, we discussed it for a long time. Strategic minerals are not necessarily the ordinary minerals. We are looking at minerals like uranium, about which the Government has to make a clear-cut decision. That is why we said that in such a matter, the Government should have a leeway to make the decision without having to do any consultation. For some of these minerals, even if you did consultations, you may not extract the details about them from the public. The Government is in a better position through its technical people ... view
  • 28 Oct 2014 in National Assembly: Hon. Chairlady, I want to plead with the hon. Members that all what they are saying is covered in this clause. In fact, exactly what they are saying is covered in this clause. If you look at 36 (1)(b) which says “the National Land Commission in relation to community land that is un-alienated” it means that the National Land Commission is going to come up with law on community land and all that the hon. Members are asking for will be specified in that community land law. I plead with the hon. Members not to include it here because the ... view
  • 28 Oct 2014 in National Assembly: Hon. Temporary Deputy Chairman, I wish to thank the Committee and all those who contributed to this. This is the most innovative part of this Bill because it was not there. The Committee did a good job and for the first time, people in Western Kenya, who have been doing artisanal gold mining for many years will benefit. view
  • 28 Aug 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity to contribute and support this Motion. We have spent a lot of time discussing a number of Bills, Questions and Motions, and it is now time for us to go to the constituencies and work with our people. I am very grateful to the leadership of this House, specifically to the Speaker of this House. During this Session, I have brought to this House a Bill on Climate Change, which has been supported by most Members of this House. I want to thank the Members for supporting this Bill. ... view
  • 28 Aug 2014 in National Assembly: I also want to thank all the Members of this House for overwhelmingly supporting that report. The report has now been passed by this House. I believe that the Government will support and implement that report. That centre is one of the few strategic centres in this country, which, if used well, this country will receive a lot of resources from the international community, particularly as it relates to satellite technology. This is a country that is well placed in the arena of satellite technology, but because we have not used this resource very well, we are losing very heavily ... view
  • 28 Aug 2014 in National Assembly: Unfortunately, when most of these reports are prepared, they are never brought to this House for discussion. This Parliament spends a colossal amount of money in taking us to all these trips, but when we come back with reports, they are never discussed. So, I wish to appeal to the leadership of the House that we create time, so that these reports are discussed and their recommendations implemented. Otherwise, we have no business going out, spending a lot of money, coming back with reports and then they never see the light of day, in this House. view
  • 28 Aug 2014 in National Assembly: I also want to thank this House, and particularly the Budget and Appropriations Committee, for budgeting money to undertake the audit of our Constitution. It is so important that we undertake the audit, so that we know what we can do to our Constitution. When we passed this Constitution, we all agreed that there were many issues that needed to be addressed; we agreed that we pass it and then later on look at it again. So, I believe, the committee, or the body that is doing the audit, will do an excellent job, and a report presented to this ... view
  • 28 Aug 2014 in National Assembly: Finally, I want to wish everybody a good time in their constituencies, make sure you preach peace and unity and let us now serve our people. view
  • 26 Aug 2014 in National Assembly: Hon. Speaker, Sir, pursuant to Standing Order No.44(2)(c), I wish to request a Statement from the Chairperson of the Departmental Committee on Transport, Public Works and Housing regarding the expected environmental impact of the construction of the Standard Gauge Railway (SGR) line through the Tsavo East and Tsavo West National Parks. view
  • 26 Aug 2014 in National Assembly: Hon. Speaker, the issue of the construction of the railway is within the docket of the Departmental Committee on Transport, Public Works and Housing. I would have expected that when they were looking at the whole issue of the construction, an environmental impact assessment was one of the key documents that were presented to them. I still believe that the Chairperson of Transport, Public Works and Housing has a contribution to make. view
