This country is going to lose heavily because this is a very strategic centre in terms of security, disaster management, science and technology. So, before the Committee Chairs find time to meet, I would like the Leader of Majority Party to undertake to this House that he will give us the status of this centre and we will know what is going on, and what action the Executive is taking to ensure that a favourable agreement to this country is entered into.

First and foremost, I want to thank the Departmental Committee on Finance, Planning and Trade and the Cabinet Secretary for preparing this Bill. This is a very concise and progressive Finance Bill. Temporary Deputy Speaker, Sir, in as much as I have said that this Bill is good, I feel that there are many areas where it could have improved in revenue collection particularly in the real estate. We have a lot of money in the real estate but the Kenya Revenue Authority (KRA) is unable to collect; simply because they have no good scientific system of doing so. I want to note that as a former Wildlife Manager, this is a problem that has continued to increase due to increasing human-wildlife conflict, particularly in conservation areas. Temporary Deputy Speaker, Sir, the most important aspect which has always been raised on the Floor of this House is the delay in compensation of those people who are either killed by wildlife or maimed. The problem has been that KWS is the one charged with responsibility of carrying out the assessment. Thank you, hon. Temporary Deputy Speaker, Sir. I rise to second this amendment and say that the reason given by the Mover is very valid. This is because rules are very clear on how to get into national parks. If people deliberately go into national parks and they are killed there, then they should not seek compensation. Also, as regards compensation for crops and livestock, it is important that people take the necessary precautions. If we leave it open, people can misuse this provision. I second.
