Mr. Speaker, Sir, first allow me to thank the Minister for having taken a very decisive decision to have the cancellation of this licence. Having said that, I want to know why the cancellation has not been effected given the fact that NEMA is under this Ministry. It is the one that is supposed to cancel the licence and the Standards Enforcement and Review Committee has proposed the same.

(a) Under what circumstances did the former Director of Kenya Wildlife Service (KWS), Mr. Julius Kipng’etich resign? (b) Why was a competitive process not used in the recruitment of the new director as per the proposal to the Office of the President by KWS Management Board?

Thank you, Mr. Deputy Speaker, Sir. I thank the Minister for the answer. However, as much as I agree with the Minister that it is the President who eventually appoints the Director, due process must be followed. I would like to know from the Minister whether due process was followed and whether the Kenya Wildlife Board was involved in competitively sourcing for the people and presenting three names to the President before he made a decision on who to appoint as the Director or the KWS.

On a point of order, Mr. Deputy Speaker, Sir. Is the Minister in order to say that the President had the prerogative to choose whoever he wanted to choose when the Constitution is very clear that due process must be followed in hiring senior public officers?
