  • 28 Nov 2012 in National Assembly: Mr. Speaker, Sir, I want to thank the Prime Minister for his Statement on the road of implementation of the devolved system of Government. What I want to know from the Prime Minister is what policy framework has the Government put in place to deal with employees of various county councils and municipal councils within various counties so that as we get to county governments, this matter is resolved? view
  • 28 Nov 2012 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I am thoroughly impressed and thankful to the Members of this august House for whole-heartedly supporting this Bill. They have clearly stated the importance of this Bill. We, as a country, should be on the forefront to come up with a climate change legal and institutional framework to ensure that this country is on the right path of soci-economic development. I want to thank hon. Members for all the proposals they have given with regard to the amendments that we should effect on this Bill. Particularly, I want to thank Mr. Mututho who has ... view
  • 28 Nov 2012 in National Assembly: Madam Temporary Deputy Speaker, Sir, I want to take this opportunity to thank hon. Dr. Eseli Simiyu for bringing this Bill to this House. This Bill is long overdue. The issue of human resource management in this country and elsewhere in the world is so crucial for socio-economic development. Therefore, it is important that this important profession is organized in a manner that it can regulate itself and put down rules and regulations that will govern their activities and conduct. I am particularly impressed that this Bill is proposing to establish an institute of human resource management which will be ... view
  • 28 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to, first of all, congratulate the Minister for bringing this Bill. This Bill is very important because it is consolidating so many laws on crops that have been retrogressive in agricultural production of these crops. Mr. Temporary Deputy Speaker, Sir, we have more than 20 laws on various crops. Because of this the management and planning of these crops has been haphazard. There has been a lot of conflict and interest. That is why you will find that quite a number of crops have collapsed. We have had very many boards that manage ... view
  • 28 Nov 2012 in National Assembly: Madam Temporary Deputy Speaker, I want to support this Bill, first of all, because I was privileged to work in the Ministry of Agriculture as a research officer at the National Agricultural Laboratories (NAL). I was a plant pathologist. During those days, we had the money, the equipment and we were able to carry out very good research that made agricultural production in this country very famous. Before that, we used to have the East African Agricultural and Forest Research Organization (EAAFRO). That organization was so famous in the world in the area of research and forestry. However, all those ... view
  • 27 Nov 2012 in National Assembly: asked the Minister for Environment and Mineral Resources: (a) if he is aware that the chemical fumes emitted by the Steel Rolling Mills Factory in Kikuyu Town have seriously affected the health of the residents and the environment of the area; (b) if he is further aware that due to public complaints, NEMA closed the factory for six months in 2005, but it was re-opened under unclear circumstances; and (c) what urgent action he will take to ensure that the residents of Kikuyu Town are relieved from health hazards of the pungent fumes emitted by the factory and their living ... view
  • 27 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, while I thank the Minister for the elaborate answer he has given, if you listened very well, you will realize that his answer is very contradictory. Therefore, we do not know exactly what is going on in this factory. It is clear that something wrong is going on. In the answer, the Minister said that he is aware that the factory was re-opened under unclear circumstances. I want to know these unclear circumstances under which that the factory re-opened. view
  • 27 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the issue of pollution is not only confined to steel rolling factory in Kikuyu. Many factories in the country are not adhering to the national and international standards of chemical emission. What action is the Minister taking to ensure that factories meet the agreed national and international standards of emission? view
  • 27 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to support this Report. I want to congratulate the Budget Committee for the good work they have done. They have done a lot of consultation, and I think they have come up with what I would say is a very fair formula for the allocation of the proposed resources. However, having said that, I want to raise some concerns that should be looked into by the coming Senate. The first one is the issue of statistics. This is a very important issue. The formula that has been proposed hinges on good credible statistics. ... view
  • 21 Nov 2012 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Minister for Forestry and Wildlife the following Question by Private Notice. (a) Under what circumstances did the former Director of Kenya Wildlife Services (KWS), Mr. Julius Kipng’etich, resign? (b) Why was a competitive process not used in the recruitment of the new director as per the proposal to the Office of the President by KWS Management Board? view
