Mr. Temporary Deputy Speaker, Sir, while I want to thank the Assistant Minister for the answer he has given, I want him to elaborate further. He said that there will be a slight drop in the production of maize in this country by less than a million bags. He also clearly said in his answer that 64,000 hectares of maize that was planted was destroyed by the disease. How can that be possible?

My question is: Why can the Minister not use the Kshs30 million to bring the clean water to Kargi rather than use the money to make water pans and we know very well that in that area, rain is very erratic and unreliable?

Mr. Deputy Speaker, Sir, I would like to thank the Assistant Minister for the comprehensive answer he has given after he had almost two months to get it. However, listening to the Assistant Minister, it is clear that he is indicating indirectly that there will be need to make part of the Nairobi National Park part of the southern by-pass. Could the Assistant Minister confirm, and assure this House, that nothing will be done unless the matter is brought to this House so that the House gives authority for granting of any easement or de-gazettement of Nairobi National Park?

Mr. Speaker, Sir, allow me, first of all, to thank the Minister for a very comprehensive answer. The proposals he has given are really valid. But I wish he would comment on the following. Given that NEMA, which has been given authority by the Scrap Metal Act to enforce it has no police, how can it enforce the measures against the vandalism of transformers, scrap metal, mabatis and road infrastructure? It does not have the capacity! It is only the Minister who has the capacity to arrest these criminals.
