Our Committee felt that the borrowing of money should just be left to the Minister, because it was not very clear what procedure would be used for the borrowing. So, we proposed that instead of saying that the Minister for the time being responsible for matters pertaining to finance, we say that it should be left to Minister so that if there are any other changes, then it will be more general than being specific.
