(a) Why has the retail price of sugar increased drastically, from less than Kshs.120 per kilogramme to over Kshs.250 per kilogramme in the last two months? (b) What urgent action will the Ministry take to ensure that the commodity retails at a fair and affordable price?

Mr. Speaker, Sir, first, I want to thank the Assistant Minister for the answer. However, my concern is that the answer he has given for the short-term measures to address these issues is not satisfactory. I would like to know from the Minister why it took them so long, when the country knows that we have a shortfall in sugar, to allow importers to import sugar. Why are you allowing them now when it is too late?

Mr. Speaker, Sir, if the Assistant Minister is sincere that we have had a shortfall in the production of sugar countrywide, could he explain why Mumias Sugar Company was able to export 15,000 metric tonnes of sugar to the EU community when actually we had a shortfall in this country?

asked the Minister for Environment and Mineral Resources:- (a) whether he could provide all Country State of Environment Reports prepared by the National Environment Management Authority (NEMA) to date, as required under the Environmental Management and Co-ordination Act, EMCA 1999; (b) how the recommendations in the reports have been implemented, both at the local and national levels; and, (c) what the current state is of the environment in Kenya.

Mr. Deputy Speaker, Sir, first, allow me to thank the Assistant Minister and NEMA for preparing all these important documents which are needed to monitor our environment. However, while they have done a good job to prepare these documents, could the Assistant Minister inform the House what programmes they have in place to ensure that Kenyans know what is in these reports, so that remedial measures can be taken? That is because it is one thing to prepare good reports, but it is another thing for Kenyans to know what is in them.

Mr. Deputy Speaker, Sir, I would like to know from the Assistant Minister, now that very soon we shall be going to county governments, what programmes do they have in place to ensure, first of all, that the Environmental Management Co- ordination Act (EMCA) Act of 1999 is amended, so that these reports can be produced at the county level.

Mr. Deputy Speaker, Sir, this matter of sugar in this country is of great concern to Kenyans given that they cannot afford to buy sugar. This Question was deferred to today, but, again, the Assistant Minister has asked that it be deferred to next week. I have looked at the answer and I agree with him that we need more time. So, as I agree, I wish in his answer next week, he will say why Mumias Sugar Company exported---
