I have had the necessary consultation and I wish to have this read as follows: THAT, aware that Article 202 of the Constitution provides that revenue raised nationally shall be shared equitably among the national and county governments; further aware that Articles 203 and 204 provide criteria for determining the equitable share and use of Equalization Fund respectively; concerned that the last National Poverty Survey that was used to determine poverty levels in different constituencies was undertaken in 2005 and the reliability of the results challenged in different fora; further concerned that the National Revenue ... view
  • 3 Nov 2011 in National Assembly: Thank you, Mr. Speaker, Sir. Listening to the Assistant Minister, it is clear, from his answer, that no Environmental Impact Assessment was done. This is a requirement within the Environmental Management and Coordination Act (EMCA) law. Why was this not done? This case is not only confined to Bura. It is also rampant in Western Kenya and Nyanza where companies are given prospecting licences but they go ahead and do mining, particularly, mining in gold in areas such as, Emuhaya, Kasipul Kabondo, Nyatike, Migori and Khwisero. view
  • 1 Nov 2011 in National Assembly: Mr. Speaker, Sir, I wish to know from the Assistant Minister what security measures he has put in place--- That is because there is a chance some people are likely to bring GMO seeds in this country and that has happened before. For example, invasive species like water hyacinth and mathenge were all brought in. what security measures has he put in place to ensure that, that does not happen? view
  • 1 Nov 2011 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Trade the following Question by Private Notice. a) Why has the retail price of sugar increased drastically from less than Kshs120 per kilogramme to over Kshs250 per kilogramme in the last two months? (b) What urgent action will the Ministry take to ensure that the commodity retails at a fair and affordable price? view
  • 25 Oct 2011 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Agriculture the following Question by Private Notice. (a) How many bags of maize are estimated to be harvested during the 2011 long rains season? (b) How many bags has the National Cereals and Produce Board (NCPB) projected to purchase during the period and how much money has been allocated for the purpose? (c) What plans have been put in place to ensure that farmers are paid on the spot for deliveries to the Board and what action will the Ministry take to ensure that uncontrolled importation of maize does not ... view
  • 25 Oct 2011 in National Assembly: Mr. Speaker, Sir, allow me, first of all, to thank the farmers of Kenya for doing a good job because we are expecting a harvest of over 29 million bags of maize. You have heard from the Assistant Minister that the Government has only allocated Kshs1 billion to buy the maize. They have only released Kshs500 million to the NCPB. Kshs500 million will only buy 330,000 bags of maize. My question to the Assistant Minister and the Government is: What is going to happen to all the millions of bags of maize that farmers have harvested and want to sell? ... view
  • 25 Oct 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. Is it in order for the Assistant Minister to say that NCPB has gone to the banks to borrow money to buy maize for SGR when it is the responsibility of the Government to do that? view
  • 25 Oct 2011 in National Assembly: Mr. Speaker, Sir, as much as I am not satisfied with this Question, but I want the Assistant Minister--- view
  • 25 Oct 2011 in National Assembly: With the answer. Sorry. As much as I am not satisfied with the answer, I wish the Assistant Minister could state how the Kshs10 billion that was voted in this Parliament during the Supplementary Estimates was used, so that we can know how much was used to purchase maize. view
