  • 19 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to ask the Minister for Agriculture the following Question by Private Notice. (a) How many bags of maize are estimated to be harvested during the 2011 long rains season? (b) How many bags have the National Cereals and Produce Board (NCPB) projected to purchase during the period and how much money has been allocated for the purpose? (c) What plans have been put in place to ensure that farmers are paid on the spot for deliveries to the Board and what action will the Ministry take to ensure that uncontrolled importation of maize ... view
  • 19 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, first, I want to thank the Assistant Minister for a brief, but concise answer. However, why are we buying only one million bags of maize when Kenyan farmers have done a good job and we expect to get 29 million bags? Why is the Ministry not buying adequate maize from the farmers given that our projected SGR is over eight million bags, but we are only buying 333,000 bags for the SGR? view

  • 19 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to thank you for your direction because I was not happy with the answer that the Assistant Minister has given. I would like him to conduct intensive consultations with the Ministry of State for Special Programmes, and Treasury, so that he comes up with a comprehensive answer. This is a very important matter! view

  • 13 Oct 2011 in National Assembly: Madam Temporary Deputy Speaker, first I want to thank the Assistant Minister for visiting Emuhaya and satisfying himself regarding what was going on, on the ground . Secondly, I want to thank the Assistant Minister for being honest that, overall, this programme has failed, not only in Emuhaya but in the entire country. This was a project that was not well thought out. It is a project that was just given to the schools, and overall it has not succeeded. Could the Assistant Minister inform the House, upon receiving ESP money from the Ministry of Finance, what action they took ... view
  • 13 Oct 2011 in National Assembly: Madam Temporary Deputy Speaker, I want to thank the Assistant Minister for being very honest; that the project failed. Could the Assistant Minister tell this House the following? There are schools that have good nurseries and the seedlings are there. But no planting is going on. What action is he going to take to ensure that those seedlings are re-planted either in the schools or in the community, or they are sold and the money given back to the school? view
  • 12 Oct 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. As an hon. Member of the Departmental Committee on Transport, Public Works and Housing, we have gone through this Bill. I want to say that the Committee is very happy with the contents of this Bill. As it has already been said by the Minister and the other Minister who seconded it, this Bill is long overdue. The Engineers Act, Cap 530, is outdated. It lacks enforcement provisions. That Act lacks the new provisions in the engineering technology. So, it is important that this new Bill that is has been proposed is discussed ... view
  • 12 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Committee has looked at various provisions and we have noted that there are quite a number of areas that need some amendments, and we shall be coming up with amendments. In fact, tomorrow, we are meeting some of the key stakeholders in the engineering profession so, that we can discuss issues. However, we have flagged out quite a number of areas where we need some amendments. For example, under Clause 4, the Bill says that the headquarters will be in Nairobi. You know very well that the devolved government system will be in charge ... view
  • 12 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the other area is under Clause 5, regarding the membership to the Board. This Bill does not provide mechanisms to ensure that the appointment is transparent and competitive. So, we believe that we need to bring in an amendment, so that the appointment of members to this Board is clearly transparent and competitive. Also under Clause 7 – the functions and powers of the Board – our Committee is of the opinion that the functions of the Board should actually be increased to include advising the national and county governments on policy matters, providing continuous ... view
