  • 9 Jun 2022 in National Assembly: careful and selective in terms of who they send to this august House. Many times the Members that they have sent to this House have never disappointed. There is Uncle Moody, who is famous for serving this constituency for unprecedented term of 24 years. I hope the people of Funyula Constituency will give me a chance to match that record. Let us clear the hurdle on 9th August 2022 as we move forward. The five years I have been here have been interesting, an eye opener and enriching experience. Coming straight from the lecture halls to the rough and tumbles ... view
  • 9 Jun 2022 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Let me also take this opportunity to sincerely thank the Committee under the able chairmanship of the outgoing Member of Parliament for Mvita and the incoming Governor of County 001, Mombasa Raha . I hope that when you get there, you will continue with Mombasa view
  • 9 Jun 2022 in National Assembly: philosophy so that when we come to Mombasa, it will be all raha as we leave the stress in our constituencies. I have fond memories of Mombasa. The warm weather and the humidity makes the bodies relax. I hope you will continue with the same mantra. Clean up the garbage as you drive from Central Business District (CBD) all the way to Nyali. I wish you all the best and I am sure you are equal to the task. I have no doubt about it. The ODM only attracts the best and the best are always found in ODM. The ... view
  • 9 Jun 2022 in National Assembly: As I conclude, Hon. Temporary Deputy Speaker, I also take this opportunity to wish you well. That is because Luanda is where my happiness comes from. My wife comes from around that area and I wish you success. Whenever I drive through and see how Luanda is coming up, I just wish that you stay there for another five years, so that I can always be stopping there and taking a cup of tea with my in-laws and the usual “stuff”, if the head can allow. Thank you for giving me the opportunity and we wish you the best. view
  • 8 Jun 2022 in National Assembly: Thank you, Hon. Speaker for this opportunity. I want to echo the sentiments of my colleagues, that indeed the National Treasury has continuously and without shame abused Article 223 of the Constitution, in respect to supplementary budgets. We have a few weeks to the end of the financial year. Indeed, it beats logic where they have been all these months, in order to bring a supplementary budget to resize or reset the budget we passed last year. Again, it looks a bit unfair because we have a lot of money being allocated towards infrastructure projects that require procurement, tendering and ... view
  • 8 Jun 2022 in National Assembly: Thank you, Hon. Speaker. As you are about to make that momentous decision, there are a few facts that we need to put in mind. I totally agree with the Members who have expressed themselves on the matter of public students in private universities, the challenges and the difficulties that they go through. Indeed, even in the Public Accounts Committee under the able Chair Opiyo Wandayi, we have raised this matter at length. But you are being invited here to rule on whether the Bill and the amendments are constitutional or not. Hon. Speaker, there are three issues at hand ... view

  • 8 Jun 2022 in National Assembly: I also take this opportunity to thank Members of the Committee under the able leadership of Hon. Wandayi for the splendid job we have done in the past four-and-a-half years of the 12th Parliament. view
  • 8 Jun 2022 in National Assembly: The use of public resources is very critical and that is why the framers of the Constitution were explicitly clear under Article 95(5)(b) that the National Assembly oversees State organs. One of the key oversight tools is to review the expenditure of various Government organs. Many times, as we go through the reports, we ask few questions.
