Mr. Speaker, Sir, I beg to reply. I believe that most of the answer was given on Wednesday 12th as per the HANSARD Report. The only information I was to give was the names of the directors. The directors of M/s Decotec Enterprises are Mr. Damins Ojwang and Valeria Anyango. The directors of M/s Willys (K) Limited are John Mwaniki Kabui, Michael Kimiri Mwaniki and Grace Katakaa Mwaniki.

Mr. Speaker, Sir, to my knowledge, I am satisfied that these directors have no relationship with any member of staff in the Ministry of Roads. If the hon. Member has information to the contrary, I will be very glad to receive that and prosecute it. Otherwise, I am satisfied that the contract was well advertised.

Mr. Temporary Deputy Speaker, Sir, I beg to reply. (a) Yes, I am aware that bicycles and motorbikes are causing jam along KANU and Oginga Odinga Street in Nakuru Town. (b) I will put into consideration provision of facilities for non- motorized traffic in Nakuru, but at the moment, I am not able to tell exactly, when the construction of this above mentioned facilities will commence due to financial constraints.

Mr. Temporary Deputy Speaker, Sir, the hon. Member should be one of the luckiest in the House and actually I expected him to thank the Ministry for building a new road in his constituency in the name of Oginga Odinga Street. Indeed, other Kenyans are suffering. They have no basic roads. What the hon. Member is asking for is extra building of road paths for bicycles, when other Members in this House do not even have roads for vehicles. Just be fair to other Members. I will consider it when I think I have funds. For now, no!

Mr. Temporary Deputy Speaker, Sir, I am very much in order, taking cognizance of the fact that some parts of this country have got more infrastructure development than others. That is painful for a Minister to think about. We have to consider other parts of this country which have no roads instead of considering giving extra funds to roads which have already been built. I am very much in order to consider other parts of this country.

Mr. Temporary Deputy Speaker, Sir, I beg to reply. (a) Unfortunately, one person died when the vehicle they were travelling in was swept away by flood waters while crossing the Gotu Bridge. Mr. Temporary Deputy Speaker, Sir, I have made no contradictions. Actually, the hon. Member has stated the truth. What I have done towards this end is to ensure that a design consultancy has been awarded to M/s Maltiscope Consulting Engineers. This was done on 27th August, this year at a cost of Kshs8.1 million and I expect the design to be over very soon. The construction of this bridge will cost about Kshs1.2 billion and I will only be able to allocate funds once the consultant has produced his report.
