Mr. Speaker, Sir, this is a Statement in response to Mr. Cheboi's request over the deaths of two citizens in his constituency from a mysterious disease. The Ministry of Health has received reports of deaths of two women in Kuresoi area of Molo District between 15th and 16th September, 2007. Both had fever, headache and difficult in breathing and they died before they could get medical attention in health facilities. Mr. Speaker, Sir, the whole of Kenya has malaria. So, whether you come from a very cold area or not, mosquitoes are everywhere in this country. Sometimes the mosquito bites are not from the very area where the disease is noted. A patient could have been bitten by a mosquito, say, 11 days ago. The incubation period for malaria parasites to exhibit themselves as malaria is 14 days. (a) I am aware that, although the patients' records at the Kenyatta National Hospital are not fully computerized, the Hospital has a working manual system that can easily locate patients admitted there. (b) For purposes of enabling ease of storage and retrieval of patients' records, the Hospital has, as an initial step, completed computerization of the following sections:- (i) Revenue collection points. Mr. Speaker, Sir, it is a priority that we computerise not only the KNH, but all our major hospitals in this country. We are looking for funds from many other sources. If need be, we will utilise the funds that the hon. Member has suggested. But I do not think it is appropriate now.

Mr. Deputy Speaker, Sir, as I have said, I am not aware of those kind of incidents. If the hon. Member has a particular incident in mind, let me know of it. However, getting lost is normal sometimes for visitors to Nairobi, and to an institution as big as KNH.

Mr. Speaker, Sir, that system is already in place. I only have to call on people to utilise it. However, we are utilising whatever resources we have to improve on that system. We need about Kshs350 million to complete the computerisation process, and everybody will be happy.

We have sent our September 18, 2007 PARLIAMENTARY DEBATES 3975 personnel to investigate the same. Causes of haemorrhagic fevers are many. The differential diagnosis is long. It is likely to be synoptic. We know common things occur more commonly. We last had synoptic illnesses last year, the Rift Valley Fever which has the same symptoms. Mr. Speaker, Sir, I beg to reply. (a) Kocholya Health Centre ceased to be a health centre on 4th June, 1999 when it was gazetted as a District Health Hospital for Teso District. The notice appeared in the Kenya Gazette of 2nd July, 1999 as Item No.3767. (b) During the current Financial Year 2007/2008 Kshs3,100,558 is earmarked to be spent on the hospital for completion of the construction of a theatre and wards which were started in the Financial Year 2005/2006 and provision of specialised medical equipment for the hospital will also be considered for purchase.

Mr. Speaker, Sir, the upgrading of the hospital was considered in view of the fact that Mt. Elgon was a district. However, not much was done until the Financial Year 2005/2006 when my Ministry pumped Kshs9.2 million and Kshs8.153 million last year. This year, Kshs3.1 million has been allocated.
