Mr. Temporary Speaker, Sir, whereas I appreciate the efforts by Sen. (Prof.) Lonyangapuo in the endeavor to streamline the efficiency of the management of services at the county government level, and his endeavor to come up with a Bill that if passed would be an Act of Parliament stating the conditions of employment mainly of the staff at that level, I am a bit concerned with a few clauses in the Bill that would completely negate what the Constitution envisaged. Mr. Temporary Chairperson, Sir, I beg to move:- THAT, Clause 5 of the Bill be amended by inserting new subsections immediately after Subsection (2)- 3) The national and county governments shall ensure the provision of free and compulsory- a) Vaccination for children under five years of age; and b) Maternity care. 4)For the purposes of implementing subsections (3), the national government shall in consultation with the respective county government provide conditional grants to county governments. This amendment seeks to anchor into legislation provision of free maternity care and ensure provision of funds through conditional grants to cater for these services.

Mr. Temporary Chairman, Sir, I beg to move:- THAT Clause 16 of the Bill be amended by deleting sub-clause (2) and substituting therefor the following new sub-clause- (2) The Director-General for health shall be recruited by the Public Service Commission through a competitive process and appointed by the Cabinet Secretary. The reason is that the position of the Director-General is not equivalent to that of a Cabinet Secretary (CS) or Principal Secretary (PS).
