The prerogative and responsibility of convening such a Special Sitting rests entirely on the membership of the House. Our Standing Orders are very explicit; they describe that to seek such a sitting, we should at least have 15 Members. My concern is that the Senate Majority and Minority Leaders consulted before convening this session. However, we are short of the required 15 Members. This is the second time in the History of the East African Community (EAC) that the function of EALA may be put into prejudice because of the inability of the Kenyan Parliament to select or appoint members to that House in good time.
