  • 6 Jul 2016 in Senate: Madam Temporary Speaker, the omission of the creation of this Committee by the Senate was a mistake. This is a Committee that has always existed even in the last Parliament. It is a Committee that also exists in the National Assembly. It was an omission that should not have been overlooked. Therefore, the Members of the Speaker’s Panel noted that anomaly and nominated me to present this request to this House. Therefore, I am happy that this House had considered and created this Committee. Therefore, by proposing membership of this Committee is really something that was long overdue. I beg ... view
  • 6 Jul 2016 in Senate: Thank you, Madam Temporary Speaker. I support this Bill. To me, this Bill is anchored in streamlining laws to help devolution work in our country. These structures will be useful in county and sub-county levels. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate view
  • 5 Jul 2016 in Senate: Mr. Speaker, Sir, the concern by the Senator of Kirinyaga is so clear. It is about the lack of response by the Committee as per the Standing Order No.227. The Committee should have tabled the response on the Floor of this House whatever the findings were. If they were not able to write a report for some reasons, which the able Senator for Makueni has tried to present, then that should have been the report to be tabled before this House. Is he in order? The electronic version of the Senate Hansard Report is for information purposes only. A certified ... view
  • 5 Jul 2016 in Senate: Bw. (Dr.) Khalwale. view
  • 5 Jul 2016 in Senate: Mr. Speaker, Sir, a document has just been tabled in House that we are not privy to and have not read. Are the Members, therefore, in order to debate or dispute a document that we are yet to see? view
  • 5 Jul 2016 in Senate: Mr. Speaker, Sir, either intentionally or otherwise, Sen. (Dr.) Khalwale and the rest have all avoided reading Standing Order No.39(2) which states that:- “Business shall be disposed of in the sequence in which it appears in the Order Paper or in such other sequence as the Speaker may, for the convenience of the Senate, direct.” view
  • 5 Jul 2016 in Senate: Mr. Speaker, Sir, you decided that the sequence should include that notice of Motion. You have that mandate from the Standing Order. view
  • 30 Jun 2016 in Senate: Thank you, Mr. Speaker, Sir, for the compliments. I am reading the Statement on behalf of the Senate Majority Leader on the business of the Senate for the week commencing Tuesday, 5th July, 2016 pursuant to the provisions of Standing Order No.45. Hon. Senators, pursuant to provisions of Standing Order No.45, this is to present the Senate business for the coming week. On Tuesday, 5th July, 2016, the Rules and Business Committee (RBC) will meet at 12.30 p.m. to schedule business of the Senate for the week. Subject to further directions by the RBC, the Senate will continue with business ... view
  • 30 Jun 2016 in Senate: Mr. Speaker, Sir, in exercising the temporary transfer of power, I hereby request that you reallocate the time for these statements to be given. view
  • 30 Jun 2016 in Senate: Mhe. Nakumbuka siku nilizoingia Bunge, wengi wenu hamkuwa mmezaliwa. Mungu awabariki. view
