Thank you, Mr. Speaker, Sir. A lot has to be done to direct counties, MCAs and citizens on what needs to be done in getting a petition to be heard by the Senate. In the former Committee of Rules and Privileges of the Tenth Parliament which I served in, we came up with the Standing Orders, which included Standing Order No.223 as quoted by Sen. On a point of order, Mr. Deputy Speaker, Sir. Whereas I appreciate your ruling on the matter, Sen. (Dr.) Khalwale has cast aspersions on a Member of this House. Would I, therefore, be in order to request that he either withdraws or gives us more light on this Jubilee issue and Statements in this House?

He reminded you of the “bad old days,” I believe in the Ninth Parliament, where we were together with him, when Members would raise a question and then disappear, not to listen to the answer. He continued to say that, that might be the situation with regard to this Statement, where a Member, who is also a member of the Jubilee Government, has raised matters concerning the Jubilee Government and she might be uncomfortable as the answer is being read. It is not fair.

Mr. Speaker, Sir, it was disturbing to have the kind of reporting we received by the media on the issue of the equipment. For the first time, we had a Ministry which was responding to matters that had been passed in this House as a Motion. I remember that I raised the Motion on equipping Level 5 hospitals in the country. The Ministry of Health took up the matter and acted.
