Mr. Deputy Speaker, Sir, listening to the Senate Leader of Majority, would I be in order to think that he is saying that it is time for this House to reprimand our Speaker for not doing his job?

On a point of order, Mr. Deputy Speaker, Sir. I would like to request that the Senate Majority Leader comments on the status of the Bills that the President has assented to, especially the Khalwale Bill. With reference to Article 115 (6) of the Constitution, do we take it that the Khalwale Bill has been automatically assented to by the President? He has not answered that question.

Mr. Deputy Speaker, Sir, if you listened carefully when Sen. (Dr.) Khalwale was raising his point of order, he referred to the Senate Majority Leader as Kariuki Chotara; God rest his soul in peace. However, is in order to throw the name of the Senate Majority Leader in bad repute? Whatever his assessment was of Kariuki Chotara, I think he should withdraw because this is on record.

Mr. Deputy Speaker, Sir, the onus and really the responsibility of the Speaker of this House is to determine whether a point of order raised should be replied to immediately or even after. Is Sen. (Dr.) Khalwale in order to assert upon himself the powers of the Chair when we know he is a back bencher here?

Mr. Deputy Speaker, Sir, I have been in this Parliament for a few years. I remember that in the Ninth Parliament, the former Attorney-General who served under those Parliaments had a major problem of saying “no” to the Government when an issue was worth saying “no” to. He would say it in very many words. I see the Chairperson of the Committee on Legal Affairs and Human Rights currently serving again having a similar problem of saying he has found the ability of some Members of his committee wanting. Therefore, he would in many words want a new committee.
