  • 16 Jun 2016 in Senate: Mr. Speaker, Sir, I join you in congratulating and welcoming the MCAs from the three county assemblies. This venture by the MCAs to come to the Senate is useful and it will benefit their counties in matters of operations. About 30 per cent of the issues that are raised in the audit queries are due to lack of capacity. I am sure with them coming here, we shall have less audit queries that are as a result of lack of capacity in counties. I, therefore, welcome the MCAs that are here, particularly from Bomet County which I represent. I encourage ... view

  • 14 Jun 2016 in Senate: Mr. Temporary Speaker, Sir, first and foremost, this Bill which has come to the Senate from the National Assembly is timely. This is so because of several things which are going on internationally. We will discuss and set out how we will run the whole industry in Kenya. The international activity with regard to oil is very stable. This is shown by the prices that are exhibited worldwide at the moment. It is appropriate to discuss this Bill when there is no turbulence in the world. This Bill is also very elaborate as is evident from the number of pages. ... view
  • 14 Jun 2016 in Senate: Thank you, Madam Temporary Speaker. From the outset, I support my colleagues, especially those who come from the pastoral areas, where community land is a common feature. I want to make two brief comments with regard to Clause 8 (1), (2) and (3) which gives the impression that the Cabinet Secretary has so much power in regard to decisions of adjudication programmes, as well as mapping, developing, survey and demarcation of community land. He is the only one who is given the mandate of making this decision. Madam Temporary Speaker, I would wish that the Cabinet Secretary consults with the ... view

We have experienced frustrations with the laws as they are. The fact that they are being amended to conform to each other is timely. The fact that these laws were not conforming to each other and the Constitution has consequences in terms of jobs, careers and time wasted in courts to resolve them. • 5 May 2016 in Senate: Mr. Speaker, Sir I appreciate that the Statement was to be issued today. However, allow me to just issue a brief on what has transpired between yesterday and today regarding the issue raised by the Senator for Nandi. view
  • 5 May 2016 in Senate: Mr. Speaker, Sir, the Statement will probably come in the form of the meeting the Committee had today with the delegation from Nandi to deal with the same issue. I just want to brief the House of what transpired but we will give a report after consultations with the delegation from Nandi County. I thought the House would be interested in what I wanted to say. As the Senator pointed out, this is a serious crisis. The electronic version of the Senate Hansard Report is for information purposes only.
