  • 3 Jul 2013 in Senate: Thank you, Madam Temporary Speaker, for the opportunity to make a few comments on the Motion. From the outset, I wish to mention that I support the amendment which is being made on this Motion in order to give it some teeth. In the past, we have had the Retirement Benefits Authority Act, 1997 which was amended in 2010. From what we have heard here, it is apparent that those amendments on the Retirement Benefits Act done before have actually not solved some of the pending problems mentioned by some of the speakers who have spoken before me. So, I ... view
  • 2 Jul 2013 in Senate: Thank you very much, Mr. Deputy Speaker, Sir, for giving me the opportunity to contribute to this Motion. Mr. Deputy Speaker, Sir, first and foremost, I wish to thank my colleague, Sen. (Dr.) Machage, for having recognized the very dangers that alcohol and drugs pose to our youth and country at large. Mr. Deputy Speaker, Sir, from the outset, I want to mention that alcohol and drugs are not categorized as foods. Therefore, they are not essential. This particular type of substance when consumed, targets only specific organs. It targets the nervous system alone unlike different types of food when ... view
  • 27 Jun 2013 in Senate: Thank you very much, Madam Temporary Speaker. First and foremost, I want to state very clearly here that I fully support this Motion. Madam Temporary Speaker, first, I support the Motion because of the way it was drafted. I want to thank Sen. Murkomen for the way he drafted this Motion, because he was very careful to make sure that he did not include the TSC, examinations and quality assurance. This is because these are institutions that we should try as much as possible not to devolve in this system of education. Madam Temporary Speaker, as far as the other ... view
  • 26 Jun 2013 in Senate: Thank you, Mr. Deputy Speaker Sir, for this opportunity you have given me to contribute to this very important Motion. First, I would like to support this Motion from the word go. Before I make any contribution, I would like to thank and complement three very able Kenyans who had the foresight and the practical ability to implement what they did. I would like to take this opportunity to thank the late hon. Michuki, the late hon. Mutula Kilonzo and the late hon. (Prof.) Wangari Maathai for their approach to environmental issues in this country. These The electronic version of ... view

  • 22 May 2013 in Senate: Thank you very much, Mr. Deputy Speaker, Sir. Indeed, I had been waiting the whole morning to say something in the House. I am happy that you have given me the opportunity to ventilate on the Motion. Mr. Deputy Speaker, Sir, first, I wish to thank Sen. Zani for bringing this very useful Motion, which I think supports what we have been talking about all morning, which is, devolution; taking resources to the people or letting the people know that there are resources already within their areas. So, I think that this is a very useful Motion which all of ... view
  • 22 May 2013 in Senate: There is a suggested amendment of setting up a committee and this is what I support because there are many small laws in various places that can be put together. I think we can widen the scope of this committee so that they can put together all these laws and therefore make maximum use of the natural resources; which is the next step of devolution in this country. We should recognize the potential we have and look for ways to make use of the untapped potential existing within our counties. With those few remarks, I support this Motion. view
  • 15 May 2013 in Senate: Mr. Speaker, Sir, first, I wish to thank my colleague, Sen. Musila, for bringing this Motion and I stand here to support it. Before I do so, I would like to give the devil his due. First, I wish to congratulate the Government for having developed 12,000 kilometres of bitumen or tarmac roads over the years. Some of the roads have been done twice. So, the Government would have probably developed about 20,000 kilometres of roads. I support this Motion because it is a Motion where we are going to support and assist the Government to get away from the ... view
  • 15 May 2013 in Senate: Mr. Speaker, Sir, I think it is a question of the English word and every day we are doing these things, we are actually skewing them in favour of one thing or another. All I am saying here is that this time, the “skew” should not give the negative connotation of marginalizing others. We would skew these developments towards where we have economic benefits. view
