  • 18 Sep 2013 in Senate: Mr. Temporary Speaker, first and foremost, I wish to thank my colleague Senator for bringing this Motion. Right from the onset, I want to state that I support it. The building of capacity for development of this country is a very urgent matter. It is more urgent now that we are beginning with counties so that we address the issue of capacity building by building institutions. There is no need to build structures. We have no need for buildings in this case. We need to move very quickly and establish a network in which we can build capacity. The first ... view
  • 18 Sep 2013 in Senate: Thank you, Madam Temporary Speaker. From the outset, I would like to support this Motion and probably just make some cautionary remarks. Security is a big issue in this country and I would not like us to look at it in the way of recruiting as many police reservists as possible who may still not be able to ensure security for the country. There are some things which we need to do or take into cognizance before we undertake the recruitment of police reservists. I also do not think the use of the word KPR is appropriate because these are ... view

  • 17 Sep 2013 in Senate: Thank you, Mr. Speaker, Sir. Let me carry on as the Motion was before; but I am also anticipating that some amendments will be done, but I will not mention it here. Mr. Speaker, Sir, as a medical practitioner, I am personally saddened by the suffering that is currently being caused by the medical practitioners to the populace of the country. I am even more saddened because of the number of cases that are arising and also the severity of some of these cases which the medical practitioners are subjecting wananchi to . Mr. Speaker, Sir, this is a very ... view

  • 31 Jul 2013 in Senate: Thank you, Madam Temporary Speaker. I rise to also make some comments about this Motion, most of which will be cautionary. This is because, first, I come from the medical field and, secondly, this is a very important topic or Motion to discuss. I support this Motion with some reservations. I will support it fully if some amendments are made, perhaps, which I will suggest towards the end. Madam Temporary Speaker, there are two emotive things or topics in this country. One of them is land and the other one is health. Therefore, when we discuss issues of health, there ... view
  • 31 Jul 2013 in Senate: considering that there are about 500,000 who see a doctor on a daily basis in this country. If that figure was accepted, there would hardly be any people. So, that figure is a bit high. Secondly, we have talked about the quality of training in this country. I am one of those who are trained in the medical field in this country and can say for sure that the training offered by all the training institutions in this country, especially for medical doctors, dentists and all others is of very high standard. This is because we know that we do ... view
  • 31 Jul 2013 in Senate: Madam Temporary Speaker, we should amend this Motion so that the existing bodies are involved considering that it is not only doctors who offer medical services. There is a nurse, a laboratory technician, a radiologist and a pharmacist involved and each of those professional bodies are governed by a regulatory body that registers each of those cadres. Those cadres on the floor of the hospital work together, criss-crossing each other and any of them can actually cause a medical misdiagnosis or some malpractice. Therefore, it is important that all those bodies as well are devolved to the counties so that ... view
  • 31 Jul 2013 in Senate: Madam Temporary Speaker, otherwise, I do know that this is very emotive issue not only in Kenya but worldwide and that is why we have declarations all over the world like the Helsinki Declaration, the Geneva Declaration and so on. All these bodies are aiming to safeguard the safety of individuals from professionals or people who are trained to offer those services. So, I want to suggest that we amend this Motion so that the Medical Practitioners and Dentist Board can have a branch in every county. It should sit in every county and address the grievances raised in that ... view
