Mr. Speaker, Sir, I sit in the Committee on Education, Information and Technology, and I had the privilege of interrogating the Cabinet Secretary for Education. Most of these schools that are retaining these certificates are actually community schools which rely almost entirely on the funds which are paid by the parents who have children in those schools. Considering that the Cabinet Secretary or the Government gives a portion of the money for academic purposes, the money which is accruing and which is not paid was actually meant for maintaining the students at school.
