  • 24 Jul 2013 in Senate: Mr. Temporary Speaker, Sir, first, I thank you for giving me the opportunity to contribute to this Motion. Secondly, I want to thank the Chairman of my Committee for moving this very important Motion. The Motion, as it reads, urges the county government--- I think this Motion really would be saying, “Instructs the county governments,” but we are very gentle and we want to use protocol. So, we want to urge; otherwise, it is our prime responsibility to actually carry forward what is requested in this Motion. First of all, Mr. Temporary Speaker, Sir, I want us to ask ourselves ... view

  • 24 Jul 2013 in Senate: Pardon me, Mr. Temporary Speaker, Sir, if I continue to use that term, but I will try as best as I can not to refer to you as “Mr. Chairman” again. view
  • 23 Jul 2013 in Senate: On a point of order, Mr. Deputy Speaker, Sir. I was expecting the Mover of the Motion to clarify to us what Bill we are supporting. Is it the one with the Kshs210 or the one that has the Kshs258 billion? I expected the Mover to also tell us what type of amendments can be made and if we are capable of proposing them at this stage. How can we handle the situation as it is? We are expected to pass this Bill, but up to this point, I do not know what figure we are passing. view

  • 23 Jul 2013 in Senate: Mr. Temporary Speaker, Sir, first I wish to take this opportunity to thank my fellow Senator from a pastoralist area for bringing this Motion. I know that this Motion is in her heart because it affects her directly. Mr. Temporary Speaker, Sir, in the latest animals statistics that we have in this country, there are 17 million cattle. Out of these 7.6 million are in counties that are troublesome. These are counties where we have encountered serious rustling in the recent past. They are around Trans Nzoia, West Pokot, Turkana, Isiolo and a bit of the southern part in Narok ... view
  • 18 Jul 2013 in Senate: Thank you very much, Madam Temporary Speaker. I rise to make my observations on the first ever Bill in this Senate. It is unfortunate that the first ever Bill being debated in the Senate is shrouded in controversies, including a case at the Supreme Court. Madam Temporary Speaker, before I make my observations, I want to take this opportunity to thank the teachers of this country for returning to the classrooms and enabling education activities to go on, thereby removing a burden from the Government so that we can concentrate on other activities. The electronic version of the Senate Hansard ... view
  • 16 Jul 2013 in Senate: Thank you very much, Mr. Deputy Speaker, Sir, for the opportunity to make my contribution to this Motion. I wish to thank Sen. Elachi for bringing the Motion. Mr. Deputy Speaker, Sir, I just want to mention a few things regarding the provision of skills to our youth. I think that this is a very important thing, that we have ignored for a long time or approached wrongly. In 1983, the youth of this country who were to join the university were taken to the National Youth Service (NYS), but the approach was punitive. Therefore, the ideology of going to ... view
