I am encouraged when I see devolution in its reality; when I see civilians sitting under a tree and discussing what they want to be done for them. This has resulted into a document called the County Integrated Development Plan (CIDP). I just want to give a scenario that I experienced this morning when I went to see a hospital executive and asked if they could intervene to have a patient treated with squamous cell carcinoma. Mr. Chairman, Sir, there has been an attempt by the Controller of Budget to resolve the dispute that exists in Bomet County, in order to pacify the county assembly and the executive.   • 5 Aug 2014 in Senate: Mr. Speaker, Sir, I wish to support the formation of this Special Committee. We have not before dealt with the issue of a deputy governor. I think that precedence will be set by this situation. I have no doubt in mind that we have put together colleagues who do not belong to either side of the House and we believe that they will look at the various reasons brought up and interrogate them extensively.
