On a point of order, Mr. Speaker, Sir. Severally, the issue of these markets has come up in this House. I am sure you will remember that the Deputy Prime Minister and Minister for Local Government did, at some point, give an undertaking to the House to bring a comprehensive report about all the markets in the Republic of Kenya. Would I be in order to ask that we defer this Question until when the Minister tables the report he promised?

asked the Minister for Roads:- (a) what roads the Government has tarmacked in Juja Constituency since 2000; and, (b) what plans are in place to improve roads in the constituency. At the same time, I would like to seek the indulgence of the Chair. I have just received a detailed answer. However, I will not be able to interrogate the Minister properly. I request that you allow me a week so that I can come back and interrogate this Question properly.

asked the Minister of State for Provincial Administration and Internal Security:- (a) whether he is aware that Githurai Kimbo Police Station is currently under the Kasarani OCPD instead of the Ruiru OCPD; (b) why the 72 police officers at the police station are assigned duties in Kasarani area, which is outside Juja Constituency; and, (c) whether he is also aware that insecurity cases have escalated as a result of the anomaly and what measures the Ministry is taking to ensure the trend is reversed.

Mr. Speaker, Sir, partly, yes. It is on the bit of him solving the issue. But when we discussed the issue yesterday, he said that the time he will be seeking from the House will be for rearranging the issue so that the police division can be moved back to Ruiru. That is exactly what he said!

Thank you Mr. Speaker, Sir. I was just wondering why the Government is insisting on GMO maize, when we know that the world over has non- GMO maize? Why do we want to go into GMO maize? What is the advantage? Why does the Government think that GMO is what they should import and not non-GMO? Are people benefitting profit wise?

asked the Minister for Medical Services:- (a) whether he is aware that the maternity ward at the Thika District Hospital has only 48 beds instead of the required 150 beds, thus forcing women to share beds; (b) whether the Ministry has plans to expand the maternity ward and, if so, by when; and, (c) when the Ministry will repair the hospital’s washing machine, which has been faulty for several months.

Mr. Deputy Speaker Sir, Thika District Hospital serves very many districts. The Minister has admitted that it has only 48 beds. Normally, they have about 150 cases. That means that a bed is shared by three mothers. I agree with what the Minister is saying. He has said that they are planning to build a 150 capacity unit. What elaborate plans does the Ministry have in as far as this is concerned? That is because the Permanent Secretary promised that in the year 2011/2012, the project would start? When exactly will that be?

Mr. Deputy Speaker, Sir, I am satisfied with part “a” and “b” of my Question, which are very well answered by the Minister. However, with regard to part “c” of my Question that deals with the machine was not well answered. He is aware that this machine is obsolete. I know that the hospital has requested that they be funded with Kshs6 million to be able to buy a machine that will serve the hospital. This machine keeps on breaking down every now and then, and clothes have to be taken from Thika to Kiambu for laundry. Could he consider ...
