  • 21 Jul 2011 in National Assembly: asked the Minister of State for Provincial Administration and Internal Security:- (a) whether he is aware that Githurai Kimbo Police Station is currently under the Kasarani OCPD instead of the Ruiru OCPD; (b) whether he is also aware that 72 police officers at the police station are assigned duties in Kasarani area, which is outside Juja Constituency; and, (c) whether he is aware that insecurity cases have escalated as a result of the anomaly and what measures the Ministry is taking to ensure the trend is reversed. view

If you heard the Assistant Minister, he said that the station was moved, amongst others, for efficient management of police services. He is talking about efficient services in another area, Githurai 44. He is not addressing the issue of Githurai 45 which is a large area. In fact, it is half of Kasarani Constituency! Do they not give priority to projects which are ongoing as opposed to starting new projects? Could he consider completing that section of the road in the current financial year? This is a matter that has already been dealt with in the High Court.   • 20 Jul 2011 in National Assembly: Thank you, Mr. Speaker, Sir. The problem of ESP projects is not unique to Kitui West. We also have a market in Ngoliba in Thika West and since I came to Parliament, after the by-election, that project has been abandoned. What will the Deputy Prime Minister and Minister for Local Government do to look into this issue, nationwide, to make sure that taxpayers’ money is not wasted in white elephant projects? However, you will notice that the land was acquired by a notice of one year and three months ago. The documents that the Minister has tabled indicate that payments are going on but he has purposely left out the dates of payment. If the Question is asking when they will be paid, does it bar the Member for Juja to ask why they are being paid one and half years later when the Constitution guarantees prompt payment?   • 16 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, I think the Minister is slightly avoiding the real issue. The issue here is about when compensation will be given; the payment is being made one and a half years later. We have cited the law, Section 10 of the Compulsory Acquisition Act, Cap.295, where the process of acquiring land is defined. In the same spirit, the law provides in Section 8 that payment is prompt.
