Mr. Deputy Speaker, Sir, could the Assistant Minister be kind enough to tell the House what policy the Government has on funding districts? If you look at the old Thika District, it was split into three districts; Thika West, Thika East and Ruiru District, but there is no funding at all in any of these districts. What is the policy?

On a point of order, Mr. Deputy Speaker, Sir. You heard the Assistant Minister say that Members of Parliament are not assisting the Ministry. Two weeks ago, I brought this matter to the House. I said that a river, which is a tributary to Athi River, is flowing with crude oil. The water looks like crude oil. Is she in order to mislead the House that we are not assisting and yet, the Ministry is not doing anything? People continue to die. On a point of order, Mr. Deputy Speaker, Sir. I just want to seek the indulgence of the Chair because it has been said on the same Floor of this House that when hon. Minister Saitoti mentioned names of Members without substantiating, and when the matter was brought to the Chair on a subsequent day, the Chair ruled that it was water under the bridge. Mr. Deputy Speaker, Sir, you will realize that in the police force, whether the APs or the regular police officers, if it is not killing their seniors or themselves, they have now turned to killing their family members. What is the Ministry doing to curb this menace because day in, day out, you find that they are causing problems amongst themselves, the members of the public and now to their families? What is the Ministry going to do?

Mr. Speaker, Sir, could the Assistant Minister tell the House what vote or authority was used to pay public funds for private land and yet, we know that there is what we call compulsory acquisition? If they wanted to pay for that land to stop it from being auctioned, the Government can put a caveat and proceed with compulsory acquisition. What was the need to commit public funds and whose authority was used to do that?

Mr. Speaker, Sir, you have heard the Assistant Minister speak so casually. We are talking about the lives of Kenyans. Yesterday, the Commander-in-Chief said that Migingo is part of Kenya, yet we know we have Ugandan policemen there. What is the Ministry doing about this issue?

Mr. Speaker, Sir, I beg to ask the Minister for Roads the following Question by Private Notice. (a) Is the Minister aware that the ongoing construction on Thika road by Shengli Construction Company has affected the residents of New Wood Estate by diverting drainage water into the estate, hence heightening the risk of water-borne diseases? (b) What immediate measures is the Ministry taking to address the matter?

Mr. Speaker, Sir, it is true that we co-visited with the Minister as he says but in part (i) he says that they have not diverted the road. It is true that they have not diverted; all they have done is directed water collected from one side of the road into New Wood Estate. Again, he says that it is because there is roofing and I do not know whether roofs change the rainfall amount per cubic inch. Whether there are houses or not, there will still be water falling on that ground.

However, he says that this is a matter of the Ministry of Planning, National Development and Vision 2030 and the Ministry of Environment and Mineral Resources, yet we know there is what we call collective responsibility in this coalition Government. When will the Minister bring this matter to the other two Ministers because he has already visited the area and he is aware, instead of wasting resources to get the other two Ministers to visit the site and take action? Could he take the initiative to liaise with the rest of the Ministers?
