  • 19 May 2011 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Minister for Roads the following Question by Private Notice. (a) Is the Minister aware that the on-going Thika Road construction by Shengli Construction Company has affected the residents of New Wood Estate by diverting drainage water into the estate, hence heightening the risk of water-borne diseases? (b) What immediate measures is the Ministry taking to address the matter? The Assistant Minister for Roads (Mr. Kinyanjui): Mr. Deputy Speaker, Sir, I beg to reply. (a) I am not aware that the construction of Thika Road by Shengli Construction Company has affected residents ... view
  • 19 May 2011 in National Assembly: Mr. Deputy Speaker, Sir, you will realize that this Question was here two or three weeks ago. It was decided that the Ministry visits the site. I seek the indulgence of the Chair, more so, under Standing Order No.97(g) where an hon. Member gives false information to the House knowingly. The Assistant Minister is aware that they have created a channel to divert water from one side of the road to the other side of the road and yet, they have not catered for that water. Secondly, he has told the House that there is increased farming. There is absolutely ... view
  • 19 May 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I did request you to see that the Assistant Minister is telling the House information that is not correct. There is no farming on either side of this road. They have created a channel to bring water from higher levels under the road but they have done nothing to cater for that water. Would I be in order to request that he stops sending people? He should go with me to the site and see for himself. This Question came under Private Notice because it is important; it has to do ... view
  • 19 May 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The Assistant Minister is taking this matter very lightly. He did not inform me when the team was going there. As a matter of fact, they met the Chief and the local Councillor. They were telling them that this water is there, because of the road. Why can he not make an undertaking to get the road drainage? I am not asking them to drain the estate. I want them to drain the water from the road and take it to the river. Could we visit with him and not with ... view
  • 19 May 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. On Wednesday I had a question--- view

  • 19 May 2011 in National Assembly: Mr. Deputy Speaker, Sir, on Wednesday, the Speaker then did order my Question No.14 to appear today on the Order Paper. I realize it is, probably, because I had another Question that it never appeared on the Order Paper. I was just seeking the indulgence of the Chair for the Question to be brought on Tuesday or Wednesday afternoon. view
  • 18 May 2011 in National Assembly: asked the Minister of State for Special Programmes:- (a) why the 254 Internally Displaced Persons (IDPs) residing in Githurai Division have not been paid despite several pleas made to the Ministry by the group; and, (b) when the Government will resettle and compensate them as well as all IDPs affected by the 2007/2008 post-election violence. view
  • 18 May 2011 in National Assembly: Yes, Mr. Speaker, Sir. Indeed, the letter the Minister is referring to was written in September 2009 by the District Commissioner (DC). I am not sure what I am expected to say when a DC decides to write nine months later. The point is that the DC is confirming that there are IDPs and, indeed, the Minister is confirming that some of them were profiled. It is the Government that is profiling and paying Kshs10,000. So, the Minister has decided that those ones were profiled and they ought to be paid. They are IDPs. Whether they are captured by profiling ... view
  • 18 May 2011 in National Assembly: Mr. Speaker, Sir, my Question is partly answered. I am asking the Minister: The profiling is done by the Ministry though the DCs. The DC of Ruiru has forwarded a profile – a list of names she knows are IDPs and some of them have been paid. Could she inform the House when the others will be paid because the DC has profiled them? The issue of timings is again in the hands of the Ministry. I would not be able to know why the DC did it nine months later but they are profiled. When will they be paid? view
