  • 30 Jul 2019 in National Assembly: Hon. Temporary Deputy Speaker, I agree and stand guided. I have no problem. I hope you will add me one minutes because of the interruptions. view
  • 30 Jul 2019 in National Assembly: The point I am making is that before they were given the guns, they were civilians. They were not trained anywhere. They have no paramilitary or military training anywhere in the world. People were issued with guns and told to go and fight with other communities. The results have been catastrophic. I want to inform these Members who are here shouting that tomorrow I am going to attend a very important peace and reconciliation meeting in Kerio Valley. Peace has prevailed in the Kerio Valley because of the withdrawal of guns. view
  • 26 Jun 2019 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I rise to support this amendment. Like explained earlier by Hon. Millie Odhiambo, we are being a bit untidy in our understanding of the budget-making process. It is like we are building a house up to completion then we all of a sudden realise that we did not have provisions for windows and doors. But, since we have given ourselves this opportunity, I think this is a very important amendment. The avenues for oversight provided to both this National Assembly and the Senate are very limited. Hon. Members will agree with me that the ... view

  • 3 Apr 2019 in National Assembly: I was going to borrow the Constitution from the Clerk’s Table. While I sympathise with my colleagues, Members for Wundanyi and Mwatate in what they stated, I want to agree with your direction that the CRA is an independent body. I plead with my colleagues, the supposed beneficiaries of the Equalisation Fund, that we should not have the mentality of being mean with what we do not have in the first place. Marginalisation is not a birth right for anybody. The first policy excluded Tiaty Constituency from being a beneficiary of the Equalisation Fund. view
  • 3 Apr 2019 in National Assembly: Yes. Tiaty is part of the beneficiaries of the Equalisation Fund in the second policy but it was erroneous that we were excluded in the first petition. view
  • 3 Apr 2019 in National Assembly: I am being relevant. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 3 Apr 2019 in National Assembly: Thank you, Hon. Speaker. I was commenting on the Petition. I sympathise with what he is saying, but while he is unhappy with the second policy, some of us are very happy with the second policy. We are only eager that this policy and the Equalisation Fund hit the ground. One of the biggest problems with the Equalisation Fund is lack of an enabling law. Instead of bringing a law to actualise the Equalisation Fund, the Cabinet Secretary (CS) decided to use the Public Finance Management (PFM) Act and have an amorphous body as a board. Without anticipating debate, I ... view
  • 3 Apr 2019 in National Assembly: On a point of order, Hon. Temporary Deputy Speaker. view
  • 3 Apr 2019 in National Assembly: Hon. Temporary Deputy Speaker, I have listened to my neighbour, Mhe. Sara, complaining that the Government has not recognised minorities yet we know that her husband was the Speaker of this Parliament for 20 years, and he is a minority. view
