Temporary Deputy Speaker, I was saying - if I can collapse what the Members were saying in support of this Report - that the word “affirmative action” which was the original intention of these Funds, cannot be mixed with the Biashara Kenya Fund . The idea of the Biashara Kenya Fund is of a profit making organisation. Therefore, it cannot go hand-in-hand with the intention of affirmative action, which was the basis of creating the original Uwezo Fund, the Youth Enterprise Fund and the Women Enterprise Fund. I beg to move the following Motion: THAT, this House adopts the Report of the Committee on Delegated Legislation on its consideration of the Crops (Fibre Crops) Regulations, 2020 laid on the Table of the House on Tuesday, 17th November 2020, and pursuant to the provisions of section 18 of the Statutory Instruments Act, 2013 and Standing Order 210(4)(b) annuls in entirety the Crops (Fibre Crops) Regulations, 2020 published as Legal Notice No.120 of 2020. • 3 Feb 2022 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I want to echo what Dr. Nyikal said. It seems like some of the State Departments do not take their work seriously. Bringing to the Committee Regulations that were made in 2014 and expecting us to take them seriously is the biggest joke. view
