There is an African proverb that says that, if you want to run fast, run alone. But if you want to run far, run with others. This is what these Regulations have tried to do. We have tried to have everybody in the category of marginalised. The CRA went round counties when formulating the second policy and realised there is intra-county marginalisation. A major source of conflict in the regions we come from and especially the pastoralists’ communities is scarcity of water. Our people converge in one watering hole. For instance, in Kapedo, one of the major conflicts in Suguta Valley is the convergence of pastoralists in very few watering holes like the Suguta River in Kapedo. If we get enough resources from this Fund, we can build pans and dams across the entire Suguta Valley region. So, conflicts which happen because of scarcity of water will be a thing of the past. This is the happiest day of my life as a first time MP for Tiaty Constituency. I am happy that history has placed me in this position and time as the Chair of the Committee on Delegated Legislation.
