Hon. Speaker, my appeal to this House is that we adopt these recommendations. I appeal to this House because where any appointment is made and where public office is created without following the due process of the law; such appointments are not constitutional and, therefore, are null and void. Those are the recommendations that I wanted to make, on behalf of the Committee. Therefore, I beg to move and request hon. Members to approve the recommendations. I want to request hon. ole Sakuda to second the Motion.

Under the current procedure, I thought all requests for Statements should be listed on the Order Paper. That is just a matter of procedure. I thought that his request should have been on the Order Paper.

That letter, in my very humble submission, gives me the impression that the Attorney General is actually not advising as per the Constitution. Hon. Thank you, Hon. Deputy Speaker. I rise to support this Bill. Reading the section that we intend to amend, that is 4(2), all monies allocated under this Act is additional revenue to the county governments under Article 22 of the Constitution. That particular provision, in my very humble view, gives the impression that CDF money should also be treated as money that should be controlled by the county governments.
