  • 29 May 2012 in National Assembly: Mr. Speaker, Sir, I want to believe that within a span of 12 months, we will surely be able to have a board in place. That fear is genuine, but I believe we will have a board in place before one year. It is my honest believe that within a very short time, we will have a board which will then vet these officers. view
  • 16 May 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the answer I have for this Question is not sufficient to address the issues raised by my colleague. I have already shared with him and with the indulgence of the Chair, we have agreed that I answer this Question on Tuesday so that I avail proper information for this Question. view
  • 16 May 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the issue my colleagues have raised is really genuine. When we come before the House to answer Questions, it is important that we give answers that are satisfactory to our colleagues. I do not think my colleague, Dr. Nuh, is asking the Question in vain. He wants to know. I have always been very diligent because I would like my colleagues to have proper answers. You realize that these Bills are being done by various Ministries. The line Ministries are the ones who have been dealing with some of the matters. Then we have various ... view
  • 9 May 2012 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I wish to seek your guidance because what we have now done is that my colleague has gone to deal with Order No.9. You need to guide the House because we need to deal with the issue of the Procedural Motion before we go to Order No.9. Please give us your direction. view
  • 26 Apr 2012 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) Sparsely populated areas are those areas that have a population density that is equal to or less than the national average as determined under the Kenya National Housing and Population Census of 2009. The average population density of Kenya is 66 persons per square kilometre. (b) The areas that are designated as sparsely populated are as indicated in the list attached to the written answer. Thank you, Mr. Speaker, Sir. view
  • 26 Apr 2012 in National Assembly: Mr. Speaker, Sir, what the hon. Member has raised is, indeed, a big concern, but the operational factor that was applied is that of population. It is true that in terms of land mass, North Horr is bigger than other constituencies, but the operational factor that was applied is the population in relation to the total area for the country. So, I really do not have a problem now. As it is now, we are applying the provisions of the Constitution – that is the population quota as opposed to the size of the land. view
  • 26 Apr 2012 in National Assembly: Mr. Speaker, Sir, the Question was very specific and I confined my answer to the issues raised by the Member for North Hor. Indeed, apart from population density, other factors that were taken into account are geographical. The process is very clear under the Constitution. Article 89 is very clear that factors to be considered include geographical features, urban centres, community of interest and means of communication. So, I confirm that it is not only population that was taken into account, but also other factors, as outlined in the Constitution. view
  • 26 Apr 2012 in National Assembly: Mr. Speaker, Sir, the Constitution also provides that after every eight or 12 years, a further review should be done. In the interim, Article 100, which my brother has referred to, is an issue that I may not want to undertake to this particular House that we will look into. You realise that this process has been concluded. The creation of new constituencies and new wards is ongoing. Therefore, in my view, that is an issue which will be considered in the next review. It will not be proper for me to make an undertaking to this House at this ... view
  • 18 Apr 2012 in National Assembly: Mr. Deputy Speaker, Sir, I am sorry for coming late. Mr. Deputy Speaker, Sir, I beg to reply. (a) Sparsely populated areas are areas that have a population density that is equal or less than the national average population density determined using the Kenya National Housing and Population Census, 2009. The average population density of Kenya is 66 persons per square kilometre. (b) The areas designated as sparsely populated are the 52 constituencies listed in the written answer. Thank you, Mr. Deputy Speaker, Sir. view
  • 18 Apr 2012 in National Assembly: Mr. Deputy Speaker, Sir, I proceed to table the list of the constituencies that are sparsely populated. view
