Yes, the 80 new constituencies created by the Constitution will be available for contest during the next General Election as per the provisions of Article 89(1) and Article 97(1)(a) of the Constitution. But I, indeed, agree with him that Article 89(4) of the new Constitution actually contradicts Section 27(3) of the Schedule Six of the Constitution.
