(b) To address this, the Garissa Magistrate has been gazetted as a High Court sub registry. The station has also been identified among others for the construction of a High Court under the Judiciary Performance Improvement Project (JPIP) to be funded by the World Bank. Because the Government has realized this unfortunate situation, they are now saying that there are funds to put up a High Court in Garissa. It is, indeed, a very unfortunate situation.
