If you have seven members and you say the quorum shall be half the number of commissioners, it means that you can actually have members meeting but cannot make a decision. Let me go to Clause 5 which seeks to delete Section 29 of the Elections Act to remove the requirement that persons who nominate a presidential candidate must be members of the candidate’s political party, and further that persons who nominate independent presidential candidates must not be members of any political party.
