  • 29 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, I am coming to the end. This will give us a bad name. We must present Kenya as a country, a nation. Thank you. view

  • 24 Jul 2007 in National Assembly: Thank you very much, Mr. Deputy Speaker, Sir, for giving me this opportunity to make a few comments on Vote 13 - Ministry of Roads and Public Works. Mr. Deputy Speaker, Sir, I want to support the Vote before I even say anything. But, just like all my other friends have said, let me say that a good road network is very important to the development of any country. Any region or area that does not have a proper road network cannot have any development. When the road network is not there, then you know that there is no economic ... view
  • 24 Jul 2007 in National Assembly: I appeal to the Minister to look into it, because there is a lot of confusion right now as to who is going to be employed. I have said that we have no quarrel with the professionals but, definitely, when it comes to clerks, drivers and watchmen, we can provide them. I think we should be considered so that the money used on that road goes to our people that way. Mr. Deputy Speaker, Sir, I want to emphasise again on this region of Mt. Suswa to July 24, 2007 PARLIAMENTARY DEBATES 2707 Keringet. Narok District is the first in ... view
  • 24 Jul 2007 in National Assembly: When I have functions in Mau but I cannot go there, because everybody who goes there has to have a tractor in front of him to pull his vehicle. Some of us are getting a little bit worried that you could hurt your back by using the tractors to pull the vehicles. Nobody passes through there with a lorry. The farmers there are being charged exorbitant transport costs of up to five times the normal amount, just because no lorry driver can go there and load the wheat. They will charge you five times, but we have no choice and ... view
  • 10 Jul 2007 in National Assembly: Thank you very much, Mr. Speaker, Sir, for giving me this opportunity to make a brief contribution on Vote 01, the Ministry of State for Administration and National Security. Mr. Speaker, Sir, sometimes I dare to say that when the British left this country, they had established a department of Provincial Adminstration. Our first Independent Government took over it, enlarged it and really entrenched it in the systems of this country. Sometimes I think our own Government followed actually what the British were doing. This Provincial Administration system July 10, 2007 PARLIAMENTARY DEBATES 2365 was brought into place to oppress ... view

  • 26 Jun 2007 in National Assembly: Thank you very much, Mr. Deputy Speaker, Sir, for giving me this opportunity to make a few observations on the Financial Statement. Mr. Deputy Speaker, Sir, from the outset, I would like to say that I am happy about the so- called growth of the economy. This growth of the economy by 6.1 per cent has been so much publicized and celebrated that one would easily say that it could be propaganda. What is on paper is not the reality on the ground. What is on the ground is totally incompatible with the 6.1 per cent growth of the economy. ... view
  • 26 Jun 2007 in National Assembly: have not, seen anyone being prosecuted and jailed for embezzling our funds. Sometimes that leads some of us to believe that some of these institutions, like the Kenya Anti-Corruption Commission, or even the Judiciary, are probably abetting and condoning corruption. Otherwise, we would, probably, have seen a change in some of these things. However, we are not. All the cases 2040 PARLIAMENTARY DEBATES June 26, 2007 are being withdrawn and so forth. Wananchi have not seen any seriousness by this Government to control corruption and punish the corrupt. Mr. Deputy Speaker, Sir, it is very true that even the money ... view
