Mr. Speaker, Sir, in disbursing these funds to the youth groups, the financial intermediaries have been insisting on collateral and other securities. We are aware that these youth are beginners in life; they do not have these documents. What does the Ministry think about this?

Mr. Speaker, Sir, I was saying that before disbursing funds to the youth groups, financial intermediaries insist on collateral and other securities. The Vice-President and Minister for Home Affairs knows very well that these youths are beginners in life. They do not have title deeds nor houses to offer as security. They have nothing. Therefore, this means that they are not capable of accessing these funds. What does he think about this?

Mr. Deputy Speaker, Sir, in many areas in the country, the number of public schools is not adequate enough to cater for the needy students. Therefore, this problem is complemented by schools which are not public schools. Could the Assistant Minister consider waiving tuition fees in these other schools as well?

Mr. Deputy Speaker, Sir, I think one reason why there is heavy congestion of dead bodies in our mortuaries is the failure, or inability, by the affected persons to collect them because they cannot meet the costs and the required fees. I wanted to ask the Assistant Minister if she could consider waiving the total fees that is expected to be paid for the dead bodies in view of the fact that these dead bodies----

Mr. Deputy Speaker, Sir, these bodies are not of value to the owners, and I think the Government does not also need them. Why can he not declare a total waiver of the fees and allow the owners to pick them without paying a single cent?

Mr. Temporary Deputy Speaker, Sir, I am saying that last financial year we gave the Minister almost a similar amount of money. The desire was to achieve peace and have a functional provincial administration. However, this was not so. It is the same year that we witnessed a lot of security problems in the country. This year, we are giving him a slightly higher amount of money. We believe he will utilise it very expeditiously and make us sleep soundly. This can ensure enhancement of our economic development activities.
