On a point of order, Mr. Speaker, Sir. The Assistant Minister says that Plot No.191 was sub-divided into two and then later, it was owned by two different people. Now he is saying that it was amalgamated. Is this not malicious? Something sinister is happening. This land was amalgamated and is owned by who now?

On a point of order, Mr. Speaker, Sir. I think the Ministers in this House must be serious. Two weeks ago, I raised an issue about insecurity in Kasarani Constituency. Mathare encompasses Kasarani and Starehe. At that time, the mayhem had not erupted. Mr. Ojode says that people have been killed and women raped. Up to now, the Ministerial Statement I requested has not been delivered. Are the Ministers really serious?

There is land. Thank you for giving me an opportunity to contribute to this very worthy Motion. I wish to 3312 PARLIAMENTARY DEBATES November 1, 2006 thank the Mover for bringing it to this House. Following the chronology of events that was given by the Mover of this Motion, it is very clear that the people who came to the coast hived off huge chunks of land for themselves. No, in Kahawa West! On Monday, 23rd October, 2006, a group of people ambushed one man, shot him dead and they did not steal a single item from him. The following day, on Tuesday, 24th October, 2006, a gang which seems to be the same gang, ambushed another person, shot him dead and, once again, they did not steal a single item from him. Kiamumbi Police Station is less than 250 metres from that scene, while Kamuthi is situated hardly a kilometre from that scene of crime.
