  • 5 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I want to be on record as having said that this Minister is not serious about answering this Question. When the Question came up for the first time on Tuesday, the Minister sought the indulgence of the Chair to have the Question deferred and promised that the answer would be delivered today without fail. On that day, I expressed myself on the significance of the Minister answering this Question very quickly. This Question involves the lives of the people of Kenya. The written answer has never been given to me, and the Minister is absent from ... view
  • 5 Apr 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I request your indulgence to counter a point that has been made by the Member on the Floor--- view
  • 5 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, my point of order is that the Member on the Floor is out of line. So, I wanted to request you to ask him to confine himself to the agenda before us. He is irrelevant. view
  • 3 Apr 2007 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Local Government the following Question by Private Notice. (a) Is the Minister aware that the tap water serving approximately 100 flats and bungalows in Zimmerman Estate, Kasarani, has been contaminated with sewerage effluent from septic tanks causing serious health hazards to the residents, students and teachers of Rainbow and Totos Academies and St. Mark's Catholic Church? (b) How will the affected residents be compensated for the money spent in form of hospitalisation fees in both private and public hospitals? (c) When is the problem likely to be settled once and ... view
  • 3 Apr 2007 in National Assembly: Yes, Mr. Speaker, Sir, I oblige. But I hope that the Assistant Minister realises that this Question is very important because it touches on the lives of human beings. So, I expect an answer tomorrow or latest, Thursday afternoon. view

  • 3 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the hon. Assistant Minister on the Floor is misleading this House. He is saying that people should not campaign now when he, himself, came to my constituency and campaigned against me very vigorously! view
  • 29 Mar 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir for giving me this opportunity to contribute towards the President's Speech, which he delivered on 20th March, 2007. The President meant a lot in his Address. He meant what he was telling his fellow countrymen. view
  • 29 Mar 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. Mr. Temporary Deputy Speaker, Sir, the President meant a lot in his Speech and I know that he meant what he was telling Kenyans. However, I detest the fact that the President lacks the institutions that can implement what he desires for his countrymen. The democratic institutions that we have are sliding slowly to oblivion. Most of them are not operational. For example, here in this House, we do not know where we belong. We do not know whether some of us are in the Opposition or the Government side. This scenario cannot ... view
  • 6 Dec 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the omission of these bus stages and connections to the main road is not unique only to Kisii-Chemosit Road. It is true for many recent designs made by the Ministry. I am wondering why they consider these plans foolproof with these omissions when they make it possible for the Bills of Quantities not to include the costs for this kind of jobs. view
