On a point of order, Mr. Speaker, Sir. Is the Minister in order to mislead this House that investigations are on, when in actual fact, she knows very well that the Government is systematically clearing those who are suspected of involvement in these bad deals? It has cleared one of the Ministers who was implicated in trying to cover up those who were involved in this scam.

On a point of order, Mr. Deputy Speaker, Sir. I do not think the Assistant Minister is in order to mislead this House when we know very well that Mr. Waweru Mburu of Citizen TV is very busy every morning, campaigning for NARC(K) and maligning all members of the ODM. Is he in order to mislead this House?

Mr. Temporary Deputy Speaker, Sir, the insurance sector has been known to be a very fertile ground for unscrupulous people to mint money. I hope that the passage of this Bill is going to seal all these loopholes. I would advise that the Ministry should also enhance provision of education to the members of the public as to the importance of the insurance sector in their lives. Very few people in the society use the benefits of insurance. Many people, due to sheer ignorance, do not benefit from the insurance sector. With those few remarks, I beg to support.

Thank you, Mr. Wetangula. I just wanted to indicate that this idea of naming national monuments or institutions after political leaders is getting outdated. For example, currently we are thinking of removing the portraits of some political leaders from the national currency. I think that even President Kibaki is very lucky that we have his portrait on our national currency because he is friendly to the former President, hon. Moi. If it were not so, we would have done away with Moi's name and used Kibaki's. When another leader comes forth, we still would use his or her name and ...
