Madam Temporary Deputy Speaker, I want to ask my friend, the Assistant Minister for Medical Services, what the Government policy and position is in regard to consultations between the Government and its employees. We had the teachers strike, then another group came and now, it is the doctors. We do not know who is going to follow next. Striking and holding demonstrations are almost becoming a way of negotiating for salaries rise by public servants. While we are persuaded that the issues of gender are important and relevant and, in fact, the spirit of the Constitution supports the one-third or not more than two-thirds of an elected Chamber should be of the same gender, this is an issue that, along the line, we are sure has to be resolved one way or another. Mr. Temporary Deputy Speaker, Sir, I rise to join my colleagues in congratulating this House for what I think is a job well done. The House has made history in its discharge of the responsibility assigned to it by the Constitution. The House has actually taken its responsibility with the gusto and passion that is required of it. Any gaps that may exist between what exists now as a Commission and what will exist after the signing into law of this Bill can be taken care of in regulations. On a point of order, Mr. Speaker, Sir. Are the two gentlemen; hon. Ruto, and hon. Mbadi, in order to introduce guess work into the debate of this House alleging that there might be, which is totally guesswork--- They should be able to have proof, or they do not have, they withdraw and apologise. This is a very serious Bill.

Mr. Chairman, Sir, I am informed by the spirit of the new Constitution, which has been laid out by the Chairman of the Constitution Implementation Oversight Committee. The new Constitution provides clearly who the Commission is and what its functions are. We cannot correct the Constitution through legislation, not unless we want to amend it. Therefore, it is very clear that already the Constitution envisages a Commission with powers and functions as outlined in that Constitution.
