18 Aug 2009 in National Assembly:
Thank you, Mr. Speaker, Sir, for giving me an opportunity to make two very brief statements. I want to make a statement on the progress that we have so far made on the Privatization of the Public Sector owned sugar companies. The sugar subsector supports approximately six million Kenyans. It is a major source of income to these Kenyans. Following the launch of the free trade area, on 31st October, 2000 by members of the Common Market for Eastern and Southern Africa (COMESA), Kenya, due to the state of unpreparedness of the sugar industry, applied for protection of the sector ...

18 Aug 2009 in National Assembly:
Mr. Speaker, Sir, starting with the last Member, I want to tell him that the privatization of these sugar companies is informed by diversification of the products that come out of the sugar factories. The reason we are privatizing these sugar companies is because we want them to be competitive. Part of the competition will be in product diversification, including what the Member has said; production of industrial sugar. So, companies and investors who will be prepared to broaden or expand product base will have an edge over those who would want to produce the traditional products that are already ...

30 Jul 2009 in National Assembly:
I want start by congratulating the Minister for doing a splendid job at the Ministry of Energy. I have seen the strategic plan of the Ministry. I have unqualified support for the programmes they have set out to achieve. The REP is a key component of the strategic plan of the Ministry which informs my contribution this afternoon. I want to start by saying that while supporting the Ministry, I want to ask the Minister and his team to look beyond the obvious and think outside the box. We have a capacity of 1,200 megawatts. It is not the kind ...

30 Jul 2009 in National Assembly:
In our Vision 2030, we have set ourselves to achieve certain goals. Without energy, all that will be a dream. Our agro processing industry, value addition industry and transport industry require energy that is affordable. Currently, the cost of energy is four times more in Kenya than it is in Egypt, yet we are in Common Market for Easter and Southern Africa (COMESA) and we are supposed to compete in terms of trade. Our goods and services will continue to be expensive if we do not address ourselves critically to the challenge of energy in our country. While we appreciate ...

22 Jul 2009 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I am prepared to answer that question if the Questioner could put it directly to me. The information that I have here was for the Question asked by hon. Karua. I will be happy to table before this House the tender documents and any other documents to show that, that exercise was subjected to a bidding process that was above board. We are still analyzing the price indications of the fertilizer that we received about a week ago, which is about 1.2 million bags. That fertilizer is meant to take care of the short rains ...

22 Jul 2009 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, there is a question that Ms. Karua asked which I did not answer. That was to do with the criteria for the identification of the beneficiaries of the free fertilizer. I will proceed to answer that and then respond to Mr. C. Kilonzo. Mr. Temporary Deputy Speaker, Sir, the Ministry of Agriculture, using the Agricultural Extension Officers (AEO) across the country, identified an Agricultural Stakeholder Forum in every location of our country. Using these stakeholder fora, the beneficiaries of the free fertilizers were identified. These are people who are needy. These are people with farms ...
