  • 17 Dec 2008 in National Assembly: Mr. Speaker, Sir, I rise to second this Motion. I would like to congratulate the House for providing leadership through consensus. I believe that we are giving this country the direction to take in the Constitution Review making. We will need thorough, consistent and comprehensive consultations for us to arrive at a Constitution that will cater for all the interests of the people of Kenya. This agreement and consensus sets the stage and the framework for us to move into a constitutional Review Process. We should carry the same consensus into that process as well. I also want to congratulate ... view
  • 16 Dec 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I would have really wanted to speak on this Motion. However, taking into account that we have the Committee Stage of this Bill, the Motion for Adjournment and the Motion on names for the Parliamentary Select Committee on Review of the Constitution, would I be in order to ask that the Mover be called upon to reply? view
  • 2 Dec 2008 in National Assembly: Madam Temporary Deputy Speaker, I rise to December 2, 2008 PARLIAMENTARY DEBATES 3757 represent the Ministry that is going to be the biggest consumer of the services of this Bill. Kenya is lagging behind in putting a legal framework in place to facilitate faster and co- ordinated research activities, especially in the various arms of agriculture and GMO-related fields. We are lagging behind the East African countries. Uganda and Tanzania have already enacted a Biosafety Bill. This provides this House with the opportunity to catch up with our East African partner states. Madam Temporary Deputy Speaker, Africa has approximately 20 ... view

  • 26 Nov 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. Mr. Temporary Deputy Speaker, Sir, I want to take this opportunity to congratulate the House for taking this very decisive decision to discuss this matter, which is of grave national importance. As a country, if we cannot feed ourselves, indeed, we should be the last that should be discussing about sovereignty. It is also a shame that 40 years after Independence, we are still discussing the basics of how to feed our own people. That is why I agree with the hon. Members when they raise these matters; they are grave and serious. ... view
  • 26 Nov 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I do not have the list with me now here but I am prepared to provide it to the House. I am not only prepared to provide the list but I am also prepared to provide the names of the actual beneficiaries of free fertiliser and seeds. I am prepared to table it in this House. view
  • 26 Nov 2008 in National Assembly: Thank you. Mr. Temporary Deputy Speaker, Sir, I want to thank Members who have spoken here very candidly about the way other countries have gone. There is no magic! There is no miracle that is going to happen. We just have to invest in the right place. There will be no guess work or we are not going to expect that things are just going to happen. We have to have a coherent plan on how we want to boost our food productivity. This year, the Government again has set aside Kshs6 billion and we have ordered fertiliser that is ... view

  • 26 Nov 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I have understood exactly what he is Mr. Temporary Deputy Speaker, Sir, the specific fertiliser we are talking about here is Di-Ammonium Phosphate (DAP). The prices of the other kinds of fertiliser, that is the NPK, Urea and Calcium Ammonium Nitrate (CAN) will be below Kshs2,000. I will be able at an appropriate time to provide the details to this House, if it so requests or directs. Mr. Temporary Deputy Speaker, Sir, I also want to inform this House that, in fact, our Government committed itself in 2003 to the Maputo Declaration where it was ... view
  • 26 Nov 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this is in realisation of the importance of the agricultural sector to the economy of this country. We cannot turn around the economy of this country if we cannot feed our people. We cannot create jobs if we do not invest in agriculture 3650 PARLIAMENTARY DEBATES November 26, 2008 because agriculture controls 80 per cent of all Kenyans who work in the agricultural sector.
