  • 18 Mar 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I rise to second this Bill which, as the Attorney-General has said, is part of the negotiations that went into the mediation efforts that came after the last General Elections. Mr. Deputy Speaker, Sir, let me add my voice to what my colleagues have said about these Bills - the previous Bill and the Bill that is before us now. What we are witnessing today in our country is a historic moment. I want to ask this House, as we have done before, to rise up to the challenge that faces our country at ... view
  • 18 Mar 2008 in National Assembly: Mr. Deputy Speaker, Sir, as a leadership, it should concern us that unfortunately, most of the people who are Internally Displaced Persons (IDPs) today are not IDPs for the first time. Some of them are unfortunate to be IDPs for the second or third or fourth time. It should concern us, as a leadership. We should sort out the issues that make Kenyans fight, whenever there is a contest. In the wisdom of the coalition Government that will be formed, I would beg that we should not gloss over those issues. We do not want, in another five or ten ... view
  • 18 Mar 2008 in National Assembly: As you can hear from my colleagues on the other side, at that time, many people used to ask me: "How do you agree to be promised a position that does not exist?" I kept wondering how that position would ever come to be. I am happy today that, although the circumstances are different, all the same we are going to create the position of the Prime Minister today. As a party, and now as a nation, we are all embracing a new way of doing things in our country. I think t is a pointer to better things to ... view
  • 12 Mar 2008 in National Assembly: Thank you, Mr. Speaker, Sir. I want to join my colleagues in endorsing and supporting the Speech made by His Excellency the President. I want to say that the Tenth Parliament occupies a very special place in the history of our country. In fact, we are at a historic moment in the history of our country. It is my belief that as the hon. Members of the Tenth Parliament, we will rise up to this historic moment and take up the challenge that has been brought before us. It is historic because for the very first time, we have a ... view
  • 15 Jan 2008 in National Assembly: Mr. Clerk, you have no authority to change the Standing Orders. You cannot revise the Standing Orders of the National Assembly because you do not have such powers. view
  • 15 Jan 2008 in National Assembly: The Standing Orders are very clear that hon. Members shall be given ballot papers. Can you show us where it says "secret ballot"? view
  • 27 Jun 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me a chance to make a contribution to the Budget Speech by the Minister for Finance. I want to congratulate the Minister because he made some very positive indications of what he intends to do. view
  • 27 Jun 2007 in National Assembly: Of specific concern to me is the money that the Minister intends to invest in infrastructure development. Infrastructure will play a very central role in turning the economy of this country round. It will generate a high level of activity and ease the environment in which businesses can go on in our country. I am thinking about infrastructure in terms of Information and Communication Technology (ICT), our road network, rural electrification and expanding our railway network. I would have expected the Minister to go a step further. It is possible for us to increase funding, especially to that sector, if ... view
  • 27 Jun 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we should think critically of how we are going to sort out this issue and make sure that we are all proud to be Kenyans. Thank you, Mr. Temporary Deputy Speaker, Sir. I beg to support. view
  • 4 Apr 2007 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. We are talking about five hon. Members who passed on in an incident that this country is yet to know. Mr. W. Galgallo has told you clearly that there will be a commemoration on Tuesday. We need to arm this hon. Member to tell the people of that region something. view
