  • 21 Aug 2012 in National Assembly: I think this is a positive development in our country that Kenyans who are visually impaired or who are physically challenged can take up responsibility in our country and participate in revolutionalizing our country. I have two issues which I would like to put to the Commission, even as we create it today. The Commission must think deep and wide, and help transform our country so that the issue of land is demystified. In other countries, land owners are less than 5 per cent. Land must be viewed as a factor of production. It must not be that every Kenyan ... view
  • 9 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, it is an obvious fact that part of the challenges that we have as a country in terms of energy infrastructure is that the cost of energy in our country is fairly higher compared to our competitors in this region; Uganda and Egypt. What strategic arrangement does the Ministry have to ensure that Kenya becomes a competitive destination for investors especially with regard to the cost of energy? Aside from the levels of supply of energy, we have serious issues as to the cost of energy in our country. In fact, most industrialists think many times ... view
  • 9 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister is carting around the question. The question is direct. In fact, I have put some timeline of two or three years in my question. What strategic interventions are they making for investors who want to invest in our country? May be, for the record, he should know that electric power in Kenya costs three times more than in Egypt. If you were an investor and you wanted to make a decision as to where you wanted to invest, you would decide to go elsewhere. Do investors who want to make decisions have to ... view

  • 9 Aug 2012 in National Assembly: On a point of order, Mr. Deputy Speaker Sir, I would really want to persuade the Assistant Minister that in the interest of providing a comprehensive answer, and in the interest of shedding light so that our friends who want to invest can know whether--- Really, I want to persuade the Assistant Minister to take this House more seriously than he is. That is because when he says that we are producing 1,300 megawattss and the peak is 1,200 plus megawattss, we are basically operating at the margin. Surely, if we are operating at the margin, it means we are ... view

  • 30 May 2012 in National Assembly: Mr. Deputy Speaker, Sir, thank you very much for giving me an opportunity to make remarks on this Bill. I first want to congratulate hon. Khalwale for the effort he has made in brining to the ambit of the law opinion polling in Kenya. We have had people and quarks pretend to participate in opinion polls in Kenya and come up with outrageous propositions on what they think. With this piece of legislation now in place, all institutions participating in opinion polls must meet some basic threshold in terms of the personnel they use in the opinion polling, the methodology ... view
  • 30 May 2012 in National Assembly: Mr. Deputy Speaker, Sir, opinion polls are not necessarily for political purposes. They are even for institutions and corporate entities to understand market dynamics so that they can market their products in the best way, reach out to the markets and even enhance business in our country. Opinion polls play a very significant role. In an effort to grow our economy, we must understand what it is that is going on in our country, the market forces, the issues that Kenyans like, the products and the sensitivities involved in the whole of that exercise. So, I think what hon. Khalwale ... view
  • 30 May 2012 in National Assembly: Mr. Deputy Speaker, Sir, therefore, I wish to say that the days when people would wake up, call themselves “X”,“Y”,“Z” and churn out information that has no basis; that has not been subjected to any scientific analysis are gone with the passage of this Bill. view
  • 30 May 2012 in National Assembly: Thank you very much. view
