  • 15 Mar 2012 in National Assembly: Mr. Chairman, Sir, thank you for giving me this opportunity. I will go straight to the point. The issue here is not really the merits of what the President is saying. I think you pointed out earlier that the issue here is: Do the Standing Orders apply to the President? When the President is making a recommendation to this House, does he have to comply with the Standing Orders with respect to his proposals? When the President is making his recommendations to the House on changes on a Bill that has been passed by this House, does he have to ... view
  • 15 Mar 2012 in National Assembly: Mr. Chairman, Sir, let me conclude by saying the following: If you find that the President must not necessarily comply with the Standing Orders, then we can go ahead and debate and put it to vote, but I think we are all in the process of establishing a new way of doing things. Your office is called into the fray now to provide guidance, so that even for the President - we are not saying that the President has done anything illegal – in future and those who advise the President whenever they will be making this memoranda, they will ... view
  • 23 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, I think we have almost reached a consensus on this matter and it will be important for you to make a decision on it. This is because if the Government side is not in the House to move a very important Motion on Devolution, it really puts their commitment to the implementation of the Constitution into very serious question. That is not the business of the Back Bench. If, indeed, any Minister can move the Committee of the Whole House--- view

  • 23 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, in the interest of the Kenyan public who really want this Constitution put in place and all the other legislations that are necessary to operationalize sections of this Constitution, we should move in the direction we have suggested and the Government, within 20 or 30 minutes should reorganize itself so that we can prosecute the business of this House. view
  • 15 Feb 2012 in National Assembly: Mr. Speaker, Sir, I want to ask the Prime Minister, especially on this very important subject of the reform agenda, whether the statements he has been making about the people who voted “No” in the last referendum that indeed they do not qualify to be voted as leaders in this country is Government policy? I am talking about close to three million Kenyans who voted “No” in the last referendum. Was it their democratic right to vote yes or no? Are the statements attributed to the Prime Minister to the effect that these people have a problem is Government policy ... view
  • 15 Feb 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. The Prime Minister needs to tell the country whether the rhetoric that he is involved in is campaign propaganda he is view
  • 15 Feb 2012 in National Assembly: Precisely, Mr. Speaker, Sir. Is the Prime Minister in order to run away from answering directly the question that I put to him whether his position that he has been propagating around the country that people who voted No during the referendum should not be voted for is a Government policy or his own propaganda? He needs to answer that. view
  • 15 Feb 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. The Prime Minister is an experienced Member of this House. I have asked him a direct question. He cannot keep on running away. He is always the Prime Minister whether he is in Mombasa or in this place or that place. So, could he tell this House whether what he has been saying is Government policy or his own propaganda? He needs to be categorical! view
